Kreyer congratulated Tracey Warnberg-Lemm for all the work she has done with Youth First,
which has been a huge benefit to their youth.

Tracey Wamberg-Lemm, Youth First, thanked the City of Ramsey for their Board appointment
to the NWACCC, and for the City's financial support. Ms. Wamberg-Lemm stated a significant
amount of the City's population is youth, and provided statistics in relation to youth and poverty,
health care, time alone after school, and involvement in gangs. Ms. Warnberg-Lemm stated
Youth First has recently adopted the framework of Community of Promise. She provided an
overview of the following Five Promises of Youth First Community of Promise: caring adults;
marketable skills; healthy start; opportunities to serve their communities; and safe places.

Ms. Wamberg-Lemm provided an overview of the recent events Youth First has been involved
in. She reviewed the following goals included in the strategic plan to define and articulate what
Youth First will be focusing on:
· Educate, motivate and celebrate individual and community efforts to fulfill the five
promises for youth in the greater community of Andover, Anoka and Ramsey.
· Expand, increase, and support Sites of Promise in Andover, Anoka and Ramsey.
· Build organizational capacity to ensure effective and efficient fulfillment of the Five
Promises for young people in Andover, Anoka and Ramsey.

Ms. Warnberg-Lemm invited the Council and public to attend a meeting on April 19th at
McDuff's Restaurant from 12:00 p.m. to 1:00 p.m. She stated the meeting will be to discuss
what Youth First would specifically like to do in Ramsey. The hope is to mobilize and energize
the community to become involved. Youth First has an interest in organizing Sites of Promise,
which are places where kids hang out and adults know them by name. They are trying to
develop these sites in the cities of Andover, Anoka and Ramsey, and at this meeting they will
think through how this can specifically be done in Ramsey. She announced the Taste of
Community will be held on April 20 at Greenhaven. This is the primary fundraiser for Youth
First.

Councilmember Elvig commended Youth First on the speaker and well organized event at the
Mayor's Prayer Breakfast.

CITIZEN INPUT

Denny Donovan, 17605 Argon Street NW, stated he would like to speak regarding Case No. 4.
Mayor Gamec indicated Mr. Donovan can speak when this case is discussed.

APPROVEAGENDA

Motion by Councilmember Pearson, seconded by Councilmember Elvig, to approve the agenda
as submitted.

Motion Carded.
