of the Community Development Director to address the more <br />sensitive areas of economic development and planning and zoning. <br /> <br />This department must continue to rely upon the services of <br />Hakanson Anderson Assoc., Inc. to provide park planning and <br />landfill abatement coordination unless the Council wishes to <br />create a position to meet these needs. <br /> <br />Site plan reviews, public improvement coordination, and the <br />review of several technical permits must remain the <br />responsibility of the City Engineer due to the technical nature <br />of these tasks. <br /> <br />RAMIFICATIONS OF FAILURE TO RESPOND <br /> <br />We may expect a continuation of confusion and indecisiveness <br />during the review of permits and zoning requests. Follow-through <br />will also continue to suffer and the public will likely question <br />the sincerity of the Council to enforce its law, policy, and <br />agreements. <br /> <br />The workload in this department will likely result in the <br />repeated loss of key personnel, or if not lost to other <br />employment these people may become ineffective and overwhelmed by <br />the demands of the tasks before them. <br /> <br />Equally as important as the personnel are the potential <br />businesses and development that may not be encouraged to locate <br />in Ramsey by a competent and properly sized staff. Furthermore, <br />the impression left ¢,n these potential businesses or developers <br />is likely to be shared with others and can result in a poor <br />reputation for our community as well as a good reputation. <br /> <br />The reliance upon the City's consultants will increase along with <br />the cost of providing these services. <br /> <br />Staffing Report May 1988 Page 8 <br /> <br /> <br />
