after hours work of this department head, there is still a <br />cost to the City by using up the energies and creative <br />talent of one of its most valuable employees. <br /> <br />Response to complaints and follow-up on the enforcement of <br />conditional use permits has improved substantially with <br />the addition of a part time employee whose responsibility <br />it is to respond to these needs. <br /> <br />Development agreements and conditional use agreements are <br />routinely produced by this department resulting in lower <br />legal costs and sometimes a more timely response to the <br />needs of developers. <br /> <br />Although 90% of the effort to develop the Ramsey Resident <br />is contributed by one person within this department, it is <br />the resources of this department that make possible this <br />excellent community newsletter. <br /> <br />Building inspection has improved in the consistency and <br />thoroughness with which the Building Code is enforced. We <br />have received few complaints related to the fairness or <br />firmness with which the Code has been enforced. This is a <br />typical result of the good diplomacy used throughout this <br />department in the course of serving the City. <br /> <br />RECOMMENDATION <br /> <br />To assure that both the planning and zoning and the economic <br />development functions of the City are met, a person from th±s <br />department must be assigned the primary responsibility of serving <br />each of those functions. <br /> <br />It is recommended that the current Department Secretary be <br />assigned the duties of processing conditional use permits, <br />variances, rezoning requests, and the development of agendas. <br />This position would be called Planning Assistant. Nazurally, the <br />Department Secretary/Planning Assistant would have to be relieved <br />from some of the duties which are now assigned to that position. <br />An additional secretary should be hired to assume the duties of <br />recording minutes of the Planning and Zoning Commission, Board of <br />Adjustment, and Economic Development Commission along with <br />several other clerical duties for the department. <br /> <br />The hours for the position of Community Development Technician <br />should be increased to 20 hours per week resulting in an increase <br />in only 416 hours per year. The duties would continue to be code <br />enforcement and assistance in coordinating economic development <br />activities. <br /> <br />The primary purpose of the Planning Assistant and the Community <br />Development Technician should be to free-up the time requirements <br /> <br />Staffing Report May 1988 Page 7 <br /> <br /> <br />
