Meanwhile the <br />standards and policies of previous decisions are being <br />violated without response by staff, making even more <br />difficult the correct review of current requests. <br /> <br />Records for creating mailing lists of affected properties <br />exist in the manual form and every time a conditional use <br />permit, variance, rezoning, or public improvement is <br />processed, a mailing list must be developed manually, <br />usually consisting of many properties. These lists must <br />be reproduced several times during the course assuring due <br />process. This task is not only performed manually, but <br />due to workloads this task is often accomplished by <br />non-clerical staff. <br /> <br />Park planning and some coordination of landfill abatement <br />activities have been delegated to the City's consultant <br />(Hakanson Anderson Assoc., Inc.) due to the lack of time <br />to respond to these needs. Each Commission needs someone <br />to coordinate its activities and produce results from its <br />efforts. The lack of coordination for these Commissions <br />results in the lack of interest by Commission members and <br />sometimes skepticism about the support of the City <br />Council. <br /> <br />The following is a list of planning and zoning tasks which <br />are not being accomplished to an acceptable degree due to <br />the lack of times monitoring escrow account balances, long <br />range planning, periodic review of comprehensive plan, <br />enforcement of development agreements, periodic review of <br />City Code requirements, and development of draft policy. <br /> <br /> Some of the basic tasks of economic development take a <br /> back seat to the current demands of planning and zoning <br /> requests. Therefore, the following tasks have not been <br />· properly addressed~ public relations, promotion of the <br /> City, site visits to Ramsey businesses, information <br /> packets to new businesses, inventory of businesses, and <br /> liaison with the business community. <br /> <br />There are several areas where this department has met or exceeded <br />the needs of the City and continues to do so. <br /> <br />This department is responsible for preparing agendas for <br />several Commissions and several cases for the City <br />Council. Although the case information may sometimes be <br />incomplete due to time constraints, these agendas are <br />prepared and are usually on time.
