Shade Tree Creek <br />Preliminary Plat Review <br />April 21, 2006 <br />~ orS, <br />A service road will be required for construction, w/th a m/n/mum ora Goss 5 surface, to access <br />the area of the proposed common septic system. <br /> <br />During construction, existing Erkium Street & 177th Avenue must remain passable at al/times. <br /> <br />Sidewalks: A 5 foot concrete sidewalk will be required along the east side of ErkiuTM Street and <br />the north side of 177th Avenue, as requested by the Planning Commission. Please submit revised <br />plans that indicate the location ora sidewalk. <br /> <br /> Traffic Generation Analysis: A traffic generation analysis has been conducted for the proposed <br /> plat. A stop sign is required at the comer of £rkium Street and existing 177th Avenue. At full <br /> build-out, the extension of 177t~ to Highway 47 will be necessary to achieve acceptable levels of <br /> service on County Road 27. it.is hoped that this connection will be achieved as soon as possible. <br /> <br />Water Utilities: The new lots are'proposed to be served by individual wells. All water <br />infrastructure must be installed prior to the installation of the streets. The City has reviewed your <br />plan for the maintenance of water utilities. Continuity tests will he required after installation. All <br />valves need to be operated at least twice a 7ear, and the City of Ramsey shall be notified of all <br />maintenance and be provided a letter stating that the watermain has been flushed. Additional <br />comments and requirements will be detailed at the Final Plat stage. <br /> <br />Sewer and Septic Utilities: City Staff has reviewed the s bm~tted softs and septic system <br />information, and has the following comments: <br /> · ':An access road needs to be pro{,ided to the lift station. The proposed lift station must be <br /> encumbered with a drainage and utility easement. <br /> · An access road needs to be provided to the drain_field. Also, signage and fencing will be <br /> required around the perimeter of the primary and secondary dminfield site <br /> · When the septic system and lift station are abandoned, disruption to existing lots must be <br /> minimized, and the sewer system must be a gravity system to the south. <br /> · The san/tory sewer.needs to be revised to provide a minimum of 5 feet of cover with <br /> insulation. ' <br /> <br />Easements: All wetlands appear to be encumbered by drainage and utility easements. An <br />easement is also required around the proposed lift station. <br /> <br />Home Owners A~sociation: A Home Owners' Association (HOA) is required for this <br />development. The City will need to approve all HOA documents prior to release of the final plat <br />for recording. The HOA, through a professional management company, will be required to <br />establish a financial surety to insure the adequate operation and maintenance of the on site <br />system, and the eventual connection to the municipal system when it becomes available.
