Chairperson Nixt called the regular meeting of the Planning Commission back to order at 8:01
p.m.

Chairperson Nixt thought a three-year with the potential to extend would be more compatible
with the District and wondered why staff was giving a five-year extension.

Assistant Community Development Director Frolik stated because there is another church in a
business district already on year two of a five year term with no intention of moving to a
permanent structure because growth has not been what was expected and staff is trying to allow
the church sufficient time to grow and relocate.

Pastor Tony Wellman, 6361 Sunfish Lake Court, stated he talked with the owner of RDTM
Properties and he is in full agreement to allow the church to use their 28 parking spaces.

Commissioner Brauer wondered what Pastor Wellman thought of the five year versus the three-
year time limit.

Pastor Wellmen thought a three-year time limit would motivate his congregation to move to a
permanent location sooner.

Commissioner Cleveland ~vas concerned with the growth of the church and that there may not be
adequate parking if given a time limit of five years.

Pastor Wellman noted there is parking on the cul-de-sac also. There is a potential of 70+ parking
spaces available and they are only looking for 52 parking spaces. He indicated they were only
looking for a three-year time limit.

Commissioner Levine wondered what would happen if the congregation met on other days
besides Sunday. Would there be adequate parking in adjoining lots.

Pastor Wellman indicated he discussed with the other businesses and told them they would
probably not meet other days unless they had seminars and then they could use the Charter
School or some other facility with meeting rooms.

Commissioner Cleveland wondered when they had a seminar, do they invite others outside of the
congregation.

Pastor Wellman indicated they do and the one they had was held at Country Suites in one of their
conference rooms.

Pastor Wellman indicated the capacity of the building is 100 seats on the main floor. The
warehouse will be converted to a sanctuary and there will be fifty seats in the balcony area.
Under the provision of what they are looking at for capacity which is roughly 156 people and
three people per car would give them around 46 parking spaces.

Planning Commission/April 6, 2006
