Case g4: Review Titterud Park RFP

Parks/Utilities Supervisor Riverblood reviewed that the Park and Recreation Commission
approved the Request For Proposal (RFP) for the replacement of play equipment at Titterud Park.
The RFP included the following items:
· Protection of the oak trees in the area
· Liquidated damages for any damage that might occur to the oak trees
· Connection of the path to the parking lot that meets ADA requirements
· Seating areas
· Identification of whether some of the existing play equipment could be included

Parks/Utilities Supervisor Riverblood indicated the vendors were invited to meet with staff on
site to refine the proposals. Four RFP's were received by the City; however, two did not meet
the requirement regarding the trees.

Civil Engineer 1I Linton provided an overview of the four proposals received for the replacement
of the play equipment at Titterud Park.

Chairperson Johns noted proposals that do not include the ADA pathway would result in
additional costs for the City to bear.

Civil Engineer II Linton explained part of the RFP indicated there would be a concrete border
around the area that would be installed by the City. The additional pathway to the parking lot
would not factor into proposals 3 and 4 as presented at this time.

Commissioner Olds inquired if the pathways are included in the first two proposals.

Civil Engineer 11Linton replied the pathways appear to be itemized in the first two proposals.

Commissioner Shryock inquired what type of ground surface was requested in the RFP's.

Civil Engineer II Linton replied the surface is required to meet ADA requirements and consumer
product safety standards.

Parks/Utilities Supervisor Riverblood indicated the material will be wood fiber that is nm
through a special tumbling process to round off the edges. The City has moved away from pea
gravel, which gets quite compacted; it does not look as nice and gets quite hot, and is not able to
be accessed by wheelchairs.

The meeting was recessed at 7:18 p.m. in order for the Commission to review the proposals. The
meeting was reconvened at 7:45 p.m.

Chairperson Johns indicated during the recess the Commission reviewed the submitted
proposals. The favored proposal of the Commission is titled Titterud Grove.

Park and Recreation Commission/April 13, 2006
Page 5 of 7
