The project consisted <br />of a full reconstruction of the pavement surface, concrete curb replacement, the <br />replacement/installation of twin concrete box culverts at the Foley Boulevard <br />crossing with Sand Creek, replacement of watermain on Olive Street, and a <br />Pedestrian Rapid Flash Beacon. <br />As a component of the project, the City desired to replace the existing five -foot - <br />wide sidewalk with a ten -foot -wide shared use trail on the east side of Foley <br />Boulevard. However, the increase in impervious surface would have triggered <br />additional stormwater requirements and significant property impacts/right-of- <br />way acquisition. The pavement width was analyzed, and it was determined that <br />the pavement could be "right sized" and the width reduced by five feet to provide <br />no net increase in impervious surface.
