FinM Plat and Final Site Plan Review <br />Rum River Meadows <br />May 19, 2006 <br />Page 3 of 6 <br /> <br />As directed in the preliminau/plat, the private stub street (Neon St. NW) has been changed to a public street. <br />The final plat sheet indicates the right-of~way being dedicated as 66 feet. The drainage, street, and utility <br />plans show a 60-feet right-of-way. The City only requires a 60-foot right-of-way. Please correct the final <br />plat sheet. <br /> <br />Staff will continue to review the plans and may have future comments/corrections to the submitted plan. <br /> <br />9. Grading and Drainage. Grading, Drainage and Utility plans have been prepared by TEC Design We have <br /> some specific comments regarding these plans: <br /> <br />The minimnm floor elevation ibr all units on tire north side of the road must be 870.0 which is 2 feet above <br />the 100 year water level of the existing and proposed ponds. The new pond in the middle of the site should <br />be connected to tile existing pond m River Pines > with a p~pe or by excavanng to join the ponds. <br /> <br />The plans bare grades less than 1% ~vlzich is not permitted and man), areas are less than 2% which reqnire <br />certificates of grading before occupancy permits are issued. <br /> <br />= Cmmection to the existing lift statiou in River Pines 3rd subdivision is required· <br /> <br />The Street connection and utility connections assume construction of the Shade Tree Cottages development. <br />Constrtlction of this development will require acquisition of easements, preparation of additional plans and <br />construction outside the limits of the property if ibr any reason the Shade Tree Cottages development is <br />delayed or not constructed. <br /> <br />The proposed plans show filling outside the wetlands but below the I00 year high water level of the <br />wetlands. Filling o/f flood storage volume can only be approved by performing additional engineering <br />calculations· The calculations consist of the following steps: <br /> <br />1. Detmynine the existing and proposed flood storage volumes on the parcel. <br />2. Calculate d~e percentage of volume lost due to tbe proposed fill. <br />3. Apply the same percentage of volnme change to all parcels abutting the wet[and. ' <br />4. Calculate the new 100 year flood volume for the wetland. <br />· If the increase in elevation is less than 0.5 Pt and will not impact existing structures then the filling <br /> can be approved. <br /> <br />Staff will continue to review the plans and may have future comments/co~tcections to the submitted plan. <br /> <br />10. Wetlands. The subject property contains several wetlands. The City has received the wetland delineation <br /> report for this development. This report must also be forwarded to the Lower Rum River Water <br /> Management Organization for verification. The plan is showing several areas where the wetlands will be <br /> impacted by constructign. A seqnencing plan tbr the impacts and mitigation inust be submitted to the <br /> and Lower Rum River WMO. Final plat approval will be contingent on approval by the Lower Rum <br /> WMO of'the mitigation plan. <br /> <br /> <br />
