Final Plat and Final Site Plan Review <br />!btm RiYer Meadows <br />?ia7 19, 2006 <br />Page 4 of 6 <br /> <br />The development contains wetlands that need to be protected. The revised preliminary plat is providing the <br />requested "No Mow" zones along the edge of the wetlands. Staff is still recommending that appropriate <br />vegetation be established within the wetlands. Staff would suggest obtaining the seeding specifications <br />established by Mr~Dot be incorporated into a portion of the wetland area, <br /> <br />1 l. Traffic Generation Analysis. A traffic generation analysis for this project was completed by Bolton and <br /> Menk Inc. The traffic study shows that the additional traffic generated from tiffs development will not <br /> degrade the operations of the existing streets and/ntersections. As part of the study, Bolton and Menk made <br /> the following recommendations: <br /> <br />a. Place a stop sign at the northbound approach of Radium Street and 157th Laue <br />b. Place a stop sign at the southbound approach o£Potassium Street and Old CS2-\H 5 <br />c. Upgrade Potassium Street to provide a paved surfkce and adeciuate width <br />ct. Upgrade width and roadway surface of Old CSAH 5 <br /> <br />12. Drainage and Utility Easements. Wetlands must be encumbered with a drainage and utility, easement. <br /> Please revise the final plat sheet to indicate this. <br /> <br />13. I.,andscuping~ We are in receipt ora landscaping plan that was submitted on March 17, 2005. As part of <br /> the preliminary plat review, Staff found that the submitted landscaping plan met City Code for number, size, <br /> and type. The development of this property must adhere to the March 17, 2005 Landscaping Plan. <br /> <br />The ~'ollowing comments are offered regarding in regards to implementing the landscaping plan: <br /> <br />In the planting specifcat'ions, il' a wire basket is present with the balled and burlap trees, at least the top <br />third nj' it atust be removed after the tree has been placed in the planting hole and partially backfilled. <br />Also, as much of the burlap should be cut away as possible, not just folded back (if the burlap has been <br />treated to resist decay or if it is made of plastic, all of it should be removed). <br />The depth of the planting hole should be adjusted so that the ro6t flare is at gm.de level. <br />Organic mulch should be used around all new plantings to a depth of 4-6 inches, but should be pulled <br />back so it is not against the stems of the plants. <br /> <br />14. Tree Preservation. There are approximately 200 trees that are to be preserved throughout the construction <br /> process consisting mostly of aspen, red and white pine, and northern pin oak. Roughly thirty-five (.35) of the <br /> trees being preserved quali~y to be credited toward the required canopy cover (at least 8 inches in diameter <br /> and meaningfully located). These trees will constitute about 42,736 square feet o£canopy cover. <br /> Furthermore, many of these u-ecs, as well as younger, smaller trees will provide some screening for the <br /> existing properties to the north, <br /> <br />Tree save fencing is required around all trees or groups of trees to be preserved. The fencing shall include, <br />at a minimum, the entire area beneath tt~e tree canopy, which is known as the critical root zone. Tree save <br />i'cacing mast be shown on both the tree prese~wation plan as well as the grading plan. No construction <br />activity whatsoever may occur within these areas. Moreover, no construction shall begin until this fencing <br />has been b~stalled and approved by the City, <br /> <br />-131- <br /> <br /> <br />
