Voting Yes: Mayor Garnet, Conncilmembers Cook, Pearson, Elvig, Jeffrey, <br />Olson, and Strommen. Voting No: None. <br /> <br />Case #4: Request for Preliminary Plat and Site Plan Approval of Rum River Estates; <br /> Case of National Growth <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Elvig, to approve Resolution <br />#05-0?-229 adopting Findings of Fact #0729 regarding the preliminary plat of Rnm River <br />Estates. <br /> <br />Fur!her discussion: Councihnember Strommen stated she still has an issue with the cul-de-sac <br />le~:gth. Councilme~r~ber Elvig replied he concurs, but part of tl~is whole effort was to try to <br />compromise oo some of this. Councilmember Cook stated one of the reasons the City wanted to <br />see the cul-de-sac long was to remove the lif1 station that is currently there. He noted Potassium <br />Street will now be a much longer cul-de-sac than this one. <br /> <br />Motion carried. Voting Yes: Mayor Garnet, Conncilmembers Cook, Elvig, Jeffrey, Olson, and <br />Pearson. Voting No: Councilmember Strommen. <br /> <br />Cotmcihnember Elvig commented there has not been a great deal of time spent on the smaller <br />(letafis of this plat. He requesled staff to be mindful about issues such as the tree cover and <br />buffering, (:specially to tile nordl, the color, arclfitectural detailing and standards, and to be <br />mJnd£ul that it Js a good project. <br /> <br />Motion by Connc[hnember Cook, seconded by Councilmember Pearson, to adopt Resolution <br />#05-0'?-230 granting contingent preliminary plat approval of Rmn River Estates, based on <br />Findings of Fact #0729. <br /> <br />Further discussion: Conncilmember Strommen noted during the Plam4ng Commission review <br />there was discussion that the City does not have standards for detached townhomes. <br />Councihnembcr Elvig requested staff to add this topic to an upcomi~)g work session. City <br />Attorney Goodrich indicated staff should understand that this preliminary plat approval is <br />contingent ou the Potassium Street and tile Quicksilver extension. <br /> <br />Motion carried. 'Voting Yes: Mayor Garnet, Councihnembers Cook, Pearson, EIvig, Jeffrey, <br />and Olson. Voting No: Councilmember Strommen. <br /> <br />Motinn by Councihnember Elvig, seconded by Councilmember Cook, to direct staff to negotiate <br />first right o£ refi~sal on the property located directly north of the proposed cul~de-sac in Rum <br />River Estates for the purpose of access to Neon Street. <br /> <br />Mot/on tin'tied. Voting Yes: Mayor Garnet, Councilmembers Elvig, Cook, Jeffi'ey, Olson, <br />Pearson, and Stronrmen.
