-244- <br /> <br />Mn/DOT A~eement No. 89336 <br /> <br /> Exhibit A <br />Detailed Scope of Work and Deliverables <br /> <br />Given the future demand on T.H. 47, det~znmine what impacts the fl~ture demand will have on the <br />adjacent connty re: i corridors of CSAI-I 5, CSA14 57, CS~I 56, CSAH 83 and CSAI4 116. <br />Determiue what a rcaligmnent of'1'.14.47 will look like from a 50,000 foot view. <br />Given the fl~ture demand on T.I~. 47, determine what impact(s) there will be from adding one <br />new crnssiug of the Rum River to the east (for example at Alpine Drive or 164th Lane NW or <br />tither location). <br />Given the furore deniand on T.H. 47, and the potential for realignment of portions of the existing <br />corridor, dete~fine the impact(s) of such realignment(s) on adjacent county road arid local road <br />corridors. Determiue what the difference will be in anticipated average daily traffic (ADT) along <br />impacted comdors. <br /> <br />Traffic data from all agencies will be collected and supplemented with field data in order to calibrate <br />modeling and verify exist/ug operations. Regional trips and annual average daily traffic (AADT) will be <br />confirmed using thc Men-opolitan Conncil model. Years 2010 and 2030 volurne forecasts will be <br />prepared using thc Anoka County traffic modeh The consultant will meet with all agm~cies to confirm <br />development assmnptions m tile study area. A memorandum will be prepared to document forecast <br />process and results. <br /> <br />The consultant w/ti conduct sufficient traflic modeling during the concept layout and final geomet~4c <br />layout phases to veri£y roadway and intersection geometries and to .,neet the needs of any portion of the <br />cra-rialto- that is determined to be appropriate for Official Mapping. <br /> <br />4. Cost Estimates <br />A preliminary construction cost estimate will be prepared for each concept layout. A final constroetion <br />cost estimate for the final layout will be prepared using the State's Length Width Depth (LSd, rD) l',.lcthod <br />in the most curt'eot Microsoft Excel format. One hard copy will be provided to Anoka Count5', State, the <br />City of ~'u~oka, the City ofRamsey aud Burns Township. One electronic copy will be provided to State. <br /> <br />5. Design ~tndy Report <br />A Design Study Report will be prepared, incorporating, but not limited to, the following information: <br />report purpose; project description; cost and funding source; schedule and project manager; selected <br />alternative; social, enzironmental and edonomic impacts; mitigation; public and agency involvement; <br />design criteria and exceptions. The Desig2~ Study Report will be for T.H. 47 within the specified study <br />linlits, the prcl'mred alternative and the Oltqcial Map portions only. <br /> <br />The report will be prepared in tile most current Microsoft Word format and will follow the process <br />outlined in the HPDP Manual. One final electronic copy will be provided to State. One l'inal unbound <br />font final bound copies each will be provided to State, Anoka County, the City, of Anoka, the City of <br />Ramsey and Burns Township. Preliminary copies of the Final Design Study Report will be provided as <br />requested. <br /> <br />6. Project Managmnent, Meetings :rod Coordination <br />The consultant will perform all work necessary for the effective coordination of the project work to <br />ensure that activities arc completed on time, within budget and in accordance with State and Federal laws, <br />rules and regulations. <br /> <br />Management and administration of the project will include communications with State, Anoka Count),, <br />the City of Anoka, the City of Ramsey, Burns Township and other groups required to complete the EAW <br />and layouts fi/r the pr~ect. The consultant will be required to coordinate the EAW and layout reviews <br />with all ageucies involved with the project.
