4: Final Analysis and Recommendation <br /> <br />After considering ail aspects of the three proposals, the criteria below were <br />selected for the final analysis. <br /> <br />1. the type and number of existing applications offered by the vendor <br />2. the level of commitment to future development of a variety of software <br /> applications <br />3. the ability of the user* to modify the softwar~ at the level of specificity <br /> required by Ramsey staff <br />4. the breadth and promptness of software support provided both through the <br /> vendor and by communication with other users of the system in the area <br /> <br />Note that cost is not among them. The three systems reflect significant differences <br />in proposed hardware and software, and the final system configuration (the <br />hardware/software combination that Ramsey selects) will be determined during <br />contract negotiations. It was therefore deemed inappropriate to include the proposed <br />costs in the final analysis criteria. <br /> <br />In reviewing the three proposals, Tele-Terminals was determined to best satisfy <br />both the Bid Specifications and the criteria in the final analysis. <br /> <br />A discussion of this conclusion in relation to the above criteria follows. <br /> <br />1. Existing applications: While Computoservice provides more applications in <br /> the area of finance and Planning Data Center more in planning and public <br /> works, Tele-Terminals has the best balanced selection of software'in <br /> relation to Ramsey's present and future needs. <br /> <br />2. Commitment to future develol~nent: All vendors expressed a strong <br /> commitment to future development of software applications, but Tete- <br /> Terminals indicated the strongest willingness as evidenced by its broader <br /> base of existing software and its creative approach to addressing Ramsey's <br /> expressed needs. <br /> <br />3. Ability to n~xlify software: Clearly, Planning Data Center's applications <br /> offer the only truly user-modifiable alternative. Computoservice's system <br /> provides almost no access by the user, and Tele-Terminais offers the user <br /> ability to make only minor changes. <br /> <br /> After reviewing all the proposals in relation to the system's use at the <br /> City, strong consideration was given to the fact that most of the <br /> operators at Ramsey would not have been trained to make the <br /> modifications, and that any changes to such a highly integrated system <br /> presented a somewhat high risk to the integrity of both the application <br /> and the data. <br /> <br />Ramsey Needs Assessment <br />Recommendations <br /> <br />Page 7 . <br /> <br /> <br />
