The software applications requested are based on a 5-10 year projection of needs,
and took the form of an extremely comprehensive listing of all software that would
eventually contribute positively to Ramsey's financial, administrative, planning and
public works operations. It was not anticipated that any vendor would be able to
currently provide all applications. The intention was to communicate that Ramsey
was looking for vendors that were committed to the lonE-term development of
integrated municipal data management systems, and were capable of providing the
requisite support functions in the future.

Proposals Received: The City of Ramsey received proposals from the following
vendors:

· Computoservice, Mankato, MN

· MaSys Corporation, Minneapolis, MN
· Planning Data Center, St· Paul, MN

· Tele-Terminals, Brooklyn Park, MN

· Xerox Computer Services, Edina, MN

Bid Analysis

~e procedure used for reviewing the proposals involved the following steps:

Step 1: Overview of Software Applications and Total Costs
Step 2: Review for Satisfaction of Detailed Hardware and Software
Specifications
Step 3: Verification From Vendors of Items Proposed (both presently and in the
future)
Step 4: Final Analysis and Recommendation of Vendor

Step 1: Overview of Software Applications and Total Costs

Conclusions: After reviewing the hardware and software proposed by all vendors, it
was noted that the MaSys proposal was intended to be supplementary in relation to
the current Bid Specifications· The MaSys system provides a computerized law
enforcement package only, and was submitted for consideration only in such case as
the City rejected all proposals for an integrated municipal system and still desired
to install a law enforcement package. Note also that the MaSys system is included
in the Computoservice system and recommended as a component of the Tele-
Terminals system. For those reasons, the separate MaSys proposal was eliminated
from further consideration at this time·

The total costs of all proposals were then compared· Note the significant cost
difference of the Xerox proposal in the list of total costs below. Because of this
cost difference and the following considerations, the Xerox proposal was eliminated:

Ramsey Needs Assessment
Recommendations

Page 2
