Identification and application of techniques to minimize the perceived bulk of the <br /> 2 proposed structure, such as: <br /> 3 (i) Placing the long axis of the building perpendicular to the river; <br /> 4 (i i) Stepping back of portions of the facade; <br /> 5 (iii) Lowering the roof pitch or use of a flat roof; <br /> 6 (iv) Using building materials or mitigation techniques that will blend in with the <br /> 7 natural surroundings such as green roofs, green walls, or other green and <br /> 8 brown building materials; <br /> 9 (v) Narrowing the profile of upper floors of the building; <br /> 10 (vi) Increasing the setbacks of the building from the Mississippi River or <br /> 11 blufflines; <br /> 12 (vii) Identification of techniques for preservation of those view corridors <br /> 13 identified in the MRCCA plan; and <br /> 14 (viii) Opportunities for creation or enhancement of public river corridor views. <br /> 15 (3) Structure and impervious surface placement. <br /> 16 a. Structures and impervious surface must not be placed in the shore or bluff impact zones <br /> 17 unless identified as an exemption in section 920(L). <br /> 18 b. Structures and facilities must comply with the following OHWL setback provisions <br /> 19 unless identified as exempt in section 920(L): <br /> 20 1. Where principal structures exist on the adjoining lots on both sides of a proposed <br /> 28 building site, the minimum setback may be altered to conform to the average of the <br /> 29 adjoining setbacks, provided that the new structure's scale and bulk riverward or <br /> 30 bluffward of the setbacks required under section 920(F)(3) consistent with adjoining <br /> 31 development.
