The width of lots abutting the Mississippi River in the ROS District must be at least 200 <br /> 2 feet, unless alternative design methods are used that provide greater protection of the <br /> 3 riparian area. <br /> 4 b. All new lots must have adequate buildable area to comply with the setback <br /> 5 requirements of section 920(F)(3)so as to not require variances to use the lots for their <br /> 6 intended purpose. <br /> 7 (G) Performance standards for private facilities. <br /> 8 (1) Purpose. To establish design standards for private facilities that are consistent with best <br /> 9 management practices and that minimize impacts to primary conservation areas, public river <br /> 10 corridor views and other resources identified in the MRCCA plan. <br /> 11 (2) General design standards. All private facilities must be developed in accordance with the <br /> 12 vegetation management and land alteration requirements in sections 920(I) and 920(J). <br /> 13 (3) Private roads, driveways, and parking areas. Except as provided in section 920(L), private <br /> 14 roads,driveways and parking areas must: <br /> 15 a. Be designed to take advantage of natural vegetation and topography so that they are <br /> 16 not readily visible; <br /> 17 b. Comply with structure setback requirements according to section 920(F)(3); and <br /> 18 C. Not be placed within the bluff impact zone or shore impact zone, unless exempt under <br /> 19 section 920(L) and designed consistent with section 920(F)(2). <br /> 20 14) Private water access and viewing facilities. <br /> 21 a. Private access paths must be no more than: <br /> 22 1. Eight feet wide, if placed within the shore impact zone; and <br /> 23 2. Four feet wide, if placed within the bluff impact zone. <br /> 24 b. Private water access ramps must: <br /> 25 1. Comply with Minnesota Rules, chapters 6115.0210 and 6280.0250; and <br /> 26 2. Be designed and constructed consistent with the applicable standards in Design <br /> 27 Handbook for Recreational Boating and Fishing Facilities. <br /> 28 C. Design and construction of private stairways, lifts, and landings are subject to the <br /> 29 following standards: <br /> 30 1. Stairways and lifts must not exceed four feet in width on residential lots. Wider <br /> 31 stairways may be used for commercial properties and residential facilities held in <br /> 32 common, if approved by conditional use permit; <br /> 33 2. Landings for stairways and lifts on residential lots must not exceed 32 square feet <br /> 34 in area. Landings larger than 32 square feet area allowed for commercial <br /> 35 properties and residential facilities held in common, if approved by conditional <br /> 36 use permit; <br /> 37 3. Canopies or roofs are prohibited on stairways, lifts,or landings; <br /> 38 4. Stairways, lifts,and landings must be located in the least visible portion of the lot <br /> 39 whenever practical; and <br /> 40 5. Ramps,lifts,mobility paths,or other facilities for persons with physical disabilities <br /> 41 are allowed for achieving access to shore areas according to section 7.43 A—D, <br /> 42 and as provided under section 920(C)(9). <br /> 43 d. One water-oriented accessory structure is allowed for each riparian lot or parcel less <br /> 44 than 300 feet in width at the ordinary high water level, with one additional water- <br /> 45 oriented accessory structure allowed for each additional 300 feet of shoreline on the <br /> 46 same lot or parcel. Water-oriented accessory structures are prohibited in the bluff <br /> 47 impact zone and must: <br /> 48 1. Not exceed 12 feet in height; <br /> 49 2.
