Commission Business

Motion by Commissioner Jensen, seconded by Commissioner Kociscak, to recommend that City
Council adopt the proposed ordinance amending Chapter 9 of the City Code to allow fire stations
in the R-1 Rural Residential Districts.

Motion carried. Voting Yes: Chairperson Anderson, Commissioners Jensen, Kociscak,
Dempsey, Johnson, Nixt, and Wivoda. Voting No: None.

Due to the confusion regarding the need for an additional public hearing on this matter,
Chairperson Anderson requested that, in the future, the Planning Commission be notified of any
process changes prior to the meeting.

OTHER COMMISSION BUSINESS

Chairperson Anderson noted for the record that a public hearing was noticed regarding an
extension of the mining/grading permit issued for Apple Ridge/River Pines area, however, a
cancellation notice was also published and distributed as it was determined the current permit
would not expire until July 2000 (two years from the date of commencement, not issuance).

Commissioner Nixt stated that these permits are difficult to monitor because they are not date
specific, and he suggested staff consider giving these permits a fixed date for that purpose.

Case #4: Request for Site Plan Review; Case of Connexus Energy Storage Building

Planning Consultant Scalzo stated the applicant proposes a 200 square foot accessory building to
house equipment that boosts the amplification of telephone signals in the Ramsey area. The
proposal meets all City Code regulations. Staff suggests the addition of 3-4 coniferous trees to
screen the building year-round from Ramsey Boulevard and recommends approval of the site
plan.

Motion by Commissioner Jensen, seconded by Commissioner Kociscak, to recommend City
Council approve Connexus Energy's site plan.

Motion carried. Voting Yes: Chairperson Anderson, Commissioners Jensen, Kociscak,
Dempsey, Johnson, Nixt, and Wivoda. Voting No: None.

Case #5: Request for Site Plan Review; Case of Lord of Life Church Expansion

Planning Consultant Scalzo stated the applicant is proposing an expansion to their 23,104 square
foot facility to include a 35,206 square foot multi-purpose room and a 7,276 square foot alternate
A-1 youth room for a total of 65,676 square feet, equating to a lot coverage of 4%. The site
drainage plan is being reviewed by the Lower Rum River Watershed Management Organization.

Planning Commission/November 8, 1999
