Staff recommends approval of the site plan contingent upon compliance with the City Staff <br />Review Letter dated November 2, 1999. <br /> <br />Commissioner Jensen inquired about the proposed future driveway and parking lot expansion <br />encroaching on the required 40-foot landscaped buffer area, and the applicant's architect <br />indicated they would possibly be rerouting the ring road to exit onto Sunwood Drive. <br /> <br />Commissioner Dempsey inquired whether the applicant would be hooking up to City sewer <br />and/or water. <br /> <br />Woody Nelson, Lord of Life's Building Committee Co-Chair, stated they would be going fully <br />with City services at this time. <br /> <br />Motion by Commissioner Johnson, seconded by Commissioner Dempsey, to recommend City <br />Council grant site plan approval to the proposal for the expansion of Lord of Life Church <br />contingent upon compliance with the City Staff Review Letter dated November 2, 1999. <br /> <br />Motion carried. Voting Yes: Chairperson Anderson, Commissioners Johnson, Dempsey, <br />Jensen, Kociscak, Nixt, and Wivoda. Voting No: None. <br /> <br />Mr. Nelson inquired whether the development agreement would be addressed at the upcoming <br />Council meeting, and he was directed to discuss this with the Planning Consultant and City <br />Administrator prior to that meeting. <br /> <br />Chairperson Anderson noted that, according to current Code, any site plan request should have <br />the development agreement presented to the Planning Commission. He directed staff to follow <br />up on this overlooked detail. <br /> <br />Case #6: <br /> <br />Adopt Ordinances to Amend Chapter 5 (Animals and Fowl; Dog <br />Regulations) of and Chapter 9 (Zoning and Subdivision of Land; Definitions) <br />of the Ramsey City Code <br /> <br />Chairperson Anderson pulled the following motion off the table for continued discussion and <br />vote: <br /> <br />Motion by Commissioner Jensen, seconded by Commissioner Dempsey, to recommend that City <br />Council adopt Ordinance #99- to amend Chapter 5 of the Ramsey City Code to establish and <br />amend definitions relating to the keeping of dogs and provide for administrative kennel licenses <br />to keep three dogs on a parcel. <br /> <br />Further Discussion: Chairperson Anderson expressed concern relating the kennel license <br />expiration date to the rabies vaccination date. <br /> <br />Planning Commission/November 8, 1999 <br /> Page 7 of 9 <br /> <br /> <br />
