Zoning Administrator Frolik stated that Ramsey City Code currently restricts the number of adult <br />dogs allowed on a single parcel of land without a special permit from the City to two. To have <br />more than two adult dogs (more than six months of age) on a parcel requires a conditional use <br />permit. Per the Council's direction, City Staff researched regulations for keeping dogs in other <br />communities. <br /> <br />Citizen Input <br /> <br />There was none. <br /> <br />Motion by Commissioner Dempsey, seconded by Commissioner Jensen, to close the public <br />hearing. <br /> <br />Motion Carried. Voting Yes: Chairperson Anderson, Commissioners Dempsey, Jensen, <br />Johnson, Kociscak, Nixt, and Wivoda. Voting No: None. <br /> <br />The public hearing closed at 8:57 p.m. <br /> <br />Commission Business <br /> <br />Chairperson Anderson called the regular meeting of the Planning Commission back to order at <br />8:57 p.m. <br /> <br />Commissioner Dempsey questioned why the dog kennel section was removed from Section 9. <br /> <br />Zoning Administrator Frolik explained that it made more sense to include it in Chapter 5 with all <br />of the other dog information. <br /> <br />Commissioner Dempsey questioned the primary reason for City Council rejecting the <br />recommendation of the Planning Commission to allow three dogs on parcels exceeding 25,000 <br />square feet in area. <br /> <br />Zoning Administrator Frolik explained that City Council expressed concern with increasing the <br />number of permitted dogs to three based on parcel size versus a show of responsibility on the <br />part of the pet owner. <br /> <br />Motion by Commissioner Jensen, seconded by Commissioner Dempsey, to recommend that City <br />Council adopt Ordinance #99~ to amend Chapter five of the Ramsey City Code to establish <br />and amend definitions relating to the keeping of dogs and provide for administrative kennel <br />licenses to keep three dogs on a parcel. <br /> <br />Planning Commission/September 7, 1999 <br /> Page 10 of 13 <br /> <br /> <br />
