Further discussion: Commissioner Kociscak questioned how much a kennel license will cost. <br />Zoning Administrator Frolik noted that Council requested that the fee stay under $100.00. She <br />recommended that if the license has to be renewed every two years, then the fee should be $25.00 <br />every two years. Commissioner Kociscak noted that an applicant would have to pay $400 to <br />apply for a conditional use permit. Commissioner Nixt suggested that the license have an <br />expiration date of two years from the date the license is approved, which would be subject to <br />revocation for failure to meet the requirements. Community Development Director Sherman <br />stated that the license should state subject to revocation. Zoning Administrator Frolik questioned <br />if they should be charged a one-time fee or a biannual inspection fee. Commissioner Nixt stated <br />that the City can't require a license fee that would make it unreasonable to maintain three dogs. <br />Commissioner Kociscak stated that he would prefer that the ordinance was not amended at all <br />and keeping the dogs allowed to two dogs. Commissioner Anderson questioned if the currently <br />drafted ordinance would require renewal of the license. Zoning Administrator Frolik replied that <br />it would require renewal every two years. Commissioner Jensen stated that an inspection fee <br />should be charged. Zoning Administrator Frolik explained the drafted ordinance does not <br />specify any inspection requirements. Commissioner Nixt questioned if the inspection is <br />necessary because staff would be able to review any police reports or complaints every two years <br />as part of the renewal of the license. Commissioner Dempsey stated that allowing three dogs per <br />parcel in the urban areas seems like a lot of dogs in neighborhoods. He suggested leaving the <br />ordinance as it is currently written and require a conditional use permit for anything beyond two <br />dogs. Commissioner Dempsey also suggested that under the Boarding section is should read <br />"any period at all if any payment is rendered for such services." <br /> <br />Motion by Chairperson Anderson, seconded by Commissioner Kociscak, to table the item until <br />the next Planning Commission meeting. <br /> <br />Motion Carried. Voting Yes: Chairperson Anderson, Commissioners Kociscak, Dempsey, <br />Jensen, Johnson, Nixt, and Wivoda.
