Preliminary Plat: GAD's Prairie
May 24, 2006

Traffic Generation Analysis: As part of all development proposals, the City of Ramsey
authorizes a traffic generatioh analysis. The City will conduct this in-house, and provide the
results at a later date. It is not anticipated that any significant upgrades will be required, pending
Anoka County's comments.

Grading and Drainage: A Lower Rum River Water Management Organization (LRRWM0)
permit will be required as part of the plat. The changes in the location, elevation, and size of the
proposed stormwater management pond will need to be approved by LRRW2MO. The City of
Ramsey will not release the plat for recording until such permits are obtained.

Utilities: Engineering review comments will be provided in a separate memo form.

Easements: Drainage and utility easements are required over all .areas held in common
ownership. Please revise your plat to reflect this.

Density Transitioningi The preliminary plat proposes to construct townhomes adjacent to
single-family homes, and requires density transitioning. City Code allows a variety of measures
to satisfy the density transitioning requirements, including landscaping, berining, and holding in
land in common ownership. If landscaping is proposed, then Level 1 transitioning is required. A
minimum of six trees for every 100 feet of adjacent property, including two each of evergreens,
overstory trees, and ornamental trees, are required along the western boundary of the parcel, for a
total of 12 trees to be used for transitioning. It is preferable to use existing vegetation to satisfy
the density transition requirements where feasible. Please submit revised landscaping/tree
preservation plans that indicate these trees within the density transition area.

Landscaping: The following comments are offered regarding the landscaping plan, dated May 1, .
2006:

· The site is required to have a minimum of 18,661 square feet of canopy cover. The
landscape plan includes a total of 15,875 square feet (10,597 of trees and 5,278 of shrubs)
of proposed canopy cover, excluding trees required for density transitioning purposes and
those that would be installed during the second phase. However, no more than 25% of
the required square footage (4,665) can be satisfied through the use of ornamental trees
and shrubs, which reduces the total proposed square footage to 15,262. Additional
overstory trees must be included in the landscaping plan.
· Most of the trees adjacent to the units that would be a part of phase two are located in the
proposed retention pond. They need to be relocated to appropriate planting sites. Outlot
C is one possibility. If they are to be located around the perimeter of the pond, the
plantings should consist of species suitable for both dry and wet sites.
· A greater mix of species is needed along the western boundary (the transitioning
plantings). There should be an even distribution of evergreen and deciduous trees, as
well as ornamental trees (City Code requires two each of evergreens, overstory trees, and
ornamental trees per 100 feet of common boundary).

Please submit a revised landscaping plan that addresses these concerns.
14
