Absent: Commissioner Jensen and Wivoda. <br /> <br />Case #2: Request for a Home Occupation Permit for a Cattery; Case of Bonita Cobey <br /> <br />Chairperson Anderson closed the regular portion of the Planning Commission meeting at 7:58 <br />p.m. in order to conduct the public hearing. <br /> <br />Public Hearing <br /> <br />Chairman Anderson called the public hearing to order at 7:58 p.m. <br /> <br />Presentation <br /> <br />Zoning Administrator Frolik stated that on April 12, 1999, the city received an application from <br />Bonita Cobey for a home occupation permit to establish a cattery in her home at 9340 Highway <br />10 Northwest. <br /> <br />Zoning Administrator Frolik explained that the subject property is zoned B-1 Business but is <br />subject to residential zoning regulations because the principal use of the property is residential. <br />The adjacent property to the east is State Wayside Park and the property to the west and on the <br />north side of Highway #10 is also zoned B-1 Business. <br /> <br />Zoning Administrator Frolik explained that Bonita Cobey raises and sells Persian and Himalayan <br />cats. She is proposing to establish a cattery in her home for a maximum of 18 cats. She <br />explained that Ms. Cobey had stated that the cattery is an indoor operation. <br /> <br />Zoning Administrator Frolik noted that City Code restricts home occupations to 20% of the gross <br />floor area of the home, or in this case 920 square feet. The rooms in which the home occupation <br />will be conducted total 350 square feet. She explained that Ms. Cobey stated that she will be the <br />sole employee and she does not expect that there would ever be more than two customers on her <br />property at any given time. Her driveway is sufficient in length to provide off-street parking. <br /> <br />Zoning Administrator Frolik explained that Ms. Cobey has applied for certification from the Cat <br />Fanciers' Association (CFA) which requires a rigid annual inspection. This year's inspection <br />was recently performed by DVM Mark Guck of the Rum River Veterinary Clinic. <br /> <br />Citizen Input <br /> <br />Bonita Cobey stated that she already has the cattery business because she was unaware that she <br />needed a license for the business. Ms. Cobey also stated that she would like to place a 4 x 8 sign <br />out on the property. Zoning Administrator Frolik stated that the Home Occupation Ordinance <br />does not allow for signs.
