property is zoned commercial. Zoning Administrator Frolik stated that a sign could be justified
because the parcel and surrounding area is zoned commercial.

Motion by Commissioner Nixt, seconded by Commissioner Kociscak, to close the public
hearing.

Motion Carried. Voting Yes: Chairperson Anderson, Commissioners Nixt, Kociscak, Dempsey,
and Johnson. Voting No: None. Absent: Commissioners Jensen and Wivoda.

The public hearing closed at 8:02 p.m.

Commission Business

Chairperson Anderson called the regular meeting of the Planning Commission back to order at
8:02 p.m.

Commissioner Nixt questioned if the maximum of 18 cats refers to adult cats only. Ms. Cobey
stated that she has 12 cages that could house two cats each and that she also wants to build a 6
cage nursery for moms and their kittens. Ms. Cobey stated that she could have 24 adult cats and
6 females in the nursery area for a maximum of 30 cats and still be approved by CFA.

It was determined that the "18" cats in the proposed permit was derived from the number of
cages proposed and a correction to the proposed number of cats is necessary. Zoning
Administrator Frolik suggested a limit on the number of adult cats and defining when a kitten is
considered a adult. Ms. Cobey stated kittens are marketed at about 8-12 weeks of age.

Commissioner Nixt stated #7 of the Findings of Fact should state that the proposal is for a
maximum of 24 cats, 16 weeks of age and older, on the property at any given time.

Motion by Commissioner Johnson, seconded by Commissioner Nixt, to recommend that City
Council adopt Findings of Fact in the affirmative relating to Bonita Cobey's request for a home
occupation permit.

Motion Carried. Voting Yes: Chairperson Anderson, Commissioners Johnson, Nixt, Dempsey,
and Kociscak. Voting No: None. Absent: Commissioners Jensen and Wivoda.

The Commission proceeded to review the proposed Home Occupation Permit.

Commissioner Johnson suggested changing item #2 to read 24 cats older than 16 weeks of age
and that the applicant may construct a 4 x 8 business sign, respectively.

Commissioner Nixt stated that item #3 should read "relating to the operation of the cattery"
instead of "relating to the cats".

Planning Commission/May 4, 1999
