Commissioner Nixt also recommended that the permit require certification by the Cat Fanciers <br />Association. Zoning Administrator Frolik stated that the CFA is a voluntary organization and <br />suggested requiring, at a minimum, a yearly inspection by a veterinarian. The Commission <br />agreed with Zoning Administrator Frolik's suggestion. <br /> <br />Zoning Administrator Frolik stated that item #1 will be changed to read that the permit will be <br />granted to the property owner, not to the property. <br /> <br />Motion by Commissioner Johnson, seconded by Commissioner Nixt, to recommend that City <br />Council approve Bonita Cobey's request for a home occupation permit based on the findings of <br />fact and amended per the Commission's discussion. <br /> <br />Motion Carried. Absent: Commissioners Jensen and Wivoda. <br /> <br />COMMISSION BUSINESS <br /> <br />Case #3: <br /> <br />Request for Preliminary Plat Approval of Northfork Itasca Point; Case of <br />North Fork, Inc. <br /> <br />Zoning Administrator Frolik stated that North Fork, Inc. is requesting preliminary plat approval <br />of another portion of the Northfork P.U.D located on the north side of Lake Itasca. The plat is to <br />be named Northfork Itasca Point and consists of approximately 35 acres proposed to be platted <br />into seven single family lots and permanent open space to be deeded to the Homeowner's <br />Association in the form of an outlot. <br /> <br />This plat is in the shoreland overlay district for Lake Itasca and as such, the lots are required to <br />be at least 80,00 square feet in size and 200 feet wide at the road frontage or building setback <br />line. In addition, the riparian lots or lots adjacent to the lake (4,5,6) are also to be 200 feet wide <br />at the water frontage and provide for a 200 foot structure setback from ordinary high water mark <br />and a septic system setback of 150 feet from ordinary high water mark. All of the lots meet the <br />shoreland regulations with one exception. Together, all of the lots total more than 1,400 (7 x <br />200) feet of fi'ontage at the street frontage or building setback lines, but on a lot by lot basis, Lot <br />5 is shy of the 200 mark. Earlier this evening the Board of Adjustment granted a variance to the <br />lot width on Lot 5. <br /> <br />Zoning Administrator Frolik explained that the lots are proposed to receive public access from <br />the extension of a cul-de-sac east off of Andrie Street. The cul-de-sac length is approximately <br />1,000 feet and a variance to the 600 foot maximum dead-end street length was also approved by <br />the Board of Adjustment earlier this evening. <br /> <br />The preliminary plat proposes to name the street Itasca Point Road, which is a deviation from the <br />City's grid system and requires Council approval. <br /> <br />Planning Commission/May 4, 1999 <br /> Page 6 of 11 <br /> <br /> <br />
