With some of the new <br />policies being written into the Comprehensive Plan and the potential increase in the use of Planned <br />Unit Development tools in the he future, Staff established another line item in the accessory <br />building square footage allotment table for lots less than 10,800 square feet in size. <br /> <br />Community Development Assistant Walther stated eliminating the single building size restriction <br />raises the concern that a property owner could use up all of their square footage allotment in one <br />garage or outbuilding that would not be proportionate to the home or parcel size. To alleviate <br />this concern, staff included language that when garages and outbuildings are developed on a <br />parcel, at least 400 square feet of the allotment must be reserved for the primary garage and that <br />no primary garage exceed 1,000 square feet or 30-percent of the main floor area of the home. <br />The current table in City Code was expanded to include performance standards as well as the <br />square footage allotments to simplify this section. In order to merge the performance standards <br />into the allotment table and keep the table as simple as possible, it was necessary to extend the <br />soffit, fascia, eave overhang requirement to parcels up to 5.59 acres in size versus the current 5.0 <br />acres. <br /> <br />Citizen Input <br /> <br />Barry Childs, 6041 - 151st Lane NW, stated concern for urban areas sharing common back yards <br />that construction of a secondary building may dwarf the house. <br /> <br />James Thermos, 6767 - 150th Lane NW, questioned why his one acre lot could not have the same <br />size garage as a 2.5 acre parcel. Community Development Director Sherman stated a one acre lot <br />would allow for 1,488 square feet of accessory buildings, with a maximum of three structures on <br />the property. A garage does not need to be attached, however, needs to be identified as the <br />primary garage. <br /> <br />Mr. Thermos indicated the Building Inspector stated his 33 foot easement was to be subtracted <br />when determining the lot size. He stated the amount to deduct would be 33 feet by 200 feet. <br />Community Development Director Sherman stated typically the easement is included in the lot <br />size. She indicated staffwould follow up with Mr. Thermos. <br /> <br />Motion by Commissioner Jensen, seconded by Commissioner Wivoda, to close the public heating. <br /> <br />Motion Carried. Voting Yes: Chairperson Anderson, Commissioners Jensen, Wivoda, Dempsey, <br />Johnson, and Kociscak. Voting No: None. Absent: Commissioner Nixt. <br /> <br />The public hearing closed at 8:47 p.m. <br /> <br />Commission Business <br /> <br />Chairperson Anderson called the regular meeting of the Planning Commission back to order at <br />8:47 p.m. <br /> <br />Planning Commission/March 16, 1999 <br /> Page 8 of 11 <br /> <br /> <br />
