Motion by Commissioner Jensen, seconded by Commissioner Dempsey, to direct City Staff to <br />forward the proposed amendment to Sections 9.02 and 9.11.02 of the Ramsey City Code as <br />proposed. <br /> <br />Further Discussion: Commissioner Wivoda inquired regarding the logic for Subd.5. regarding <br />height restrictions of 22 feet outside the MUSA. Community Development Director Sherman <br />stated the 22 foot height relates to pitch on a roof for the larger pole barns. This relates to the <br />type of structure one would see outside of the MUSA. Commissioner Dempsey stated 16 feet <br />was not a workable height for properties within the MUSA and indicated his attached garage <br />exceeds 16 feet. Commissioner Johnson stated the issue relates to structures higher than the <br />house. There are built in limitations with a 16 foot roof pitch. All would be subject to variance <br />procedures. Community Development Director Sherman stated a paragraph could be added that <br />talks about free standing structures being limited to 16 feet and attached structures not to exceed <br />the height of the house. Commissioner Dempsey proposed the primary garage not exceed 684 <br />square feet or 50-percent of the main floor area of the residence or five-percent of the lot size. <br />He indicated larger houses would be entitled to 1,000 square feet. General urban residential <br />developments will end up with three car garages and he suggested finished square foot above <br />grade may be preferable. Commissioner Jensen stated garage size tends to be a predominant <br />feature of a house and questioned Commissioner Dempsey regarding doubling the length of the <br />garage. Commissioner Dempsey stated allowing 1,000 square feet on any residence is too much. <br />Commissioner Dempsey requested Subd.6. include the words 'shall be located within.' <br />Commissioner Jensen agreed the change be included in the motion. <br /> <br />Motion Carried. Voting Yes: Chairperson Anderson, Commissioners Jensen, Dempsey, Johnson, <br />Kociscak, and Wivoda. Voting No: None. Absent: Commissioner Nixt. <br /> <br />OTHER COMMISSION BUSINESS <br /> <br />Case//4: Request for Site Plan Review; Case of Waltek, Inc. <br /> <br />Community Development Assistant Walther stated the City received a request for site plan review <br />and approval from Waltek for an expansion of their existing facility at 14310 Sunfish Lake <br />Boulevard NW. The Plan proposes to construct a 14,300 square foot addition to the existing <br />18,400 square foot principal building for office and manufacturing purposes. The proposal meets <br />lot coverage restrictions. The expansion is proposed to be faced with smooth face concrete <br />block, except for the office and main entrance portions which are proposed to be finished with a <br />split face concrete block. Code requires all exterior finished to be integrally treated with a <br />decorative material. This decision will require a recommendation from the Planning Commission <br />and a decision by Council. <br /> <br />Community Development Assistant Walther stated a 33 foot right-of-way road easement was <br />found on the property line which the owner was not aware of. The existing building encroached <br />into the road right-of-way in order to accommodate the expansion. Staff suggested vacating the <br />easement in exchange for the corner northeast portion of the plat for future right-of-way <br />dedication.
