Case #8 <br /> <br /> REVIEW REZONING USED FOR RUM RIVER HILLS <br /> GOLF COURSE CLUBHOUSE <br />By: Mark S. Banwart, Community Development Director <br /> <br />Background/Observations: <br /> <br />On May 1, 1990, the Ramsey Planning and Zoning Commission during it's review of the <br />preliminary concept approval for the amended Northfork P.U.D. (5th Addition) discussed the <br />possible need to create a parcel for the clubhouse proper and the parking lot and appropriate <br />rezoning accordingly. It was suggested that City Staff research how the clubhouse development at <br />Rum River Hills Golf Course was processed. <br /> <br />Staff investigation has revealed that during the platting process for the Rum River Hills P.U.D., <br />several Findings of Fact were reviewed. These Findings of Fact were #0065 dated August 23, <br />1983 and Findings of Fact g0097 dated December 11, 1984. In addition, on December 18, 1984, <br />the Ramsey City Council adopted Ordinance #84-19 amending Section 170.012 "Zoning Map and <br />Districts". This rezoning provided for the zoned Planned Unit Development (P.U.D.) for what is <br />known now as Rum River Hills P.U.D. This P.U.D. encompasses the entirety of this <br />subdivision. <br /> <br />The use of a planned unit development, as in the case of Rum River Hills, is an appropriate use of <br />this zoning tool. The Rum River Hills P.U.D. includes residential, rural business, recreational as <br />well as possible multi-family (when municipal sewer and water is available). In the context of the <br />intent of a planned unit development, it is appropriate that in the case of Northfork 5th Addition, <br />that the residential as well as golf course, parking lot and clubhouse be all considered as a part of <br />the P.U.D.
