Case #8

REVIEW REZONING USED FOR RUM RIVER HILLS
GOLF COURSE CLUBHOUSE
By: Mark S. Banwart, Community Development Director

Background/Observations:

On May 1, 1990, the Ramsey Planning and Zoning Commission during it's review of the
preliminary concept approval for the amended Northfork P.U.D. (5th Addition) discussed the
possible need to create a parcel for the clubhouse proper and the parking lot and appropriate
rezoning accordingly. It was suggested that City Staff research how the clubhouse development at
Rum River Hills Golf Course was processed.

Staff investigation has revealed that during the platting process for the Rum River Hills P.U.D.,
several Findings of Fact were reviewed. These Findings of Fact were #0065 dated August 23,
1983 and Findings of Fact g0097 dated December 11, 1984. In addition, on December 18, 1984,
the Ramsey City Council adopted Ordinance #84-19 amending Section 170.012 "Zoning Map and
Districts". This rezoning provided for the zoned Planned Unit Development (P.U.D.) for what is
known now as Rum River Hills P.U.D. This P.U.D. encompasses the entirety of this
subdivision.

The use of a planned unit development, as in the case of Rum River Hills, is an appropriate use of
this zoning tool. The Rum River Hills P.U.D. includes residential, rural business, recreational as
well as possible multi-family (when municipal sewer and water is available). In the context of the
intent of a planned unit development, it is appropriate that in the case of Northfork 5th Addition,
that the residential as well as golf course, parking lot and clubhouse be all considered as a part of
the P.U.D. Therefore, consideration for rezoning in Northfork 5th Addition is not only not
necessary, but also not advisable.

For your information, the following items are offered:

A>
B)
c)

Findings of Fact gO065 (August 23, 1983)
Findings of Fact gO007 (December 11, 1984)
Ordinance #84-19 (December 18, 1984)

Staff Recommendation:

Staff recommends no change in the P.U.D. zoning classification for Northfork 5th Addition.
Planning and Zoning Commission Action:

Based on discussion.

Review Checklist:

City Administrator
City Attorney
City Engineer
Community Development Director

X

Chief of Police
Finance Officer
Planning & Zoning Commission
Park & Recreation Commission

X
