4.401 <br /> <br />Sgbd. 11. Opening Hydrants <br />NO person, except authorized City employees or a member of the Fire Department <br />in!case of ftre, shall be allowed to open any fire hydrant in the water system for any <br />parpose whatsoever, without first securing authorization from the City. <br /> <br /> MUNICIPAL SANITARY SEWER <br /> <br />Su[bd. 1. Operation, Records and Inspection <br />a. [ The City shall provide for the proper operation and maintenance of the <br /> i municipal sanitary sewer system and shall enforce all rules and regulations <br /> : pertaining to the same. <br /> <br />The City shall keep a record of the location and size of all parts of the municipal <br />sewer systems, connections thereto, and other measurements or records which <br />may be necessary. <br /> <br />The City shall superintend all connections for service, inspect all service pipes <br />and the premises to ensure that the installation conforms to the intent of the <br />Plumbing Code. <br /> <br />No sanitary sewer service line between the sanitary sewer main and the <br />plumbing system of any dwelling, building or other structure to be served shall <br />be installed until a connection permit has been obtained from the City and the <br />appropriate fees set by the Council from time to time are paid. In installing said <br />sanitary sewer service line the applicant shall adhere to standards regarding <br />location, size, grade, materials and workmanship as required by the Plumbing <br />Code. After the sanitary sewer service connection has been accomplished the <br />applicant shall notify the City. It shall be unlawful to cover the sanitary sewer <br />service line until an inspection has been completed to insure that a proper and <br />suitable connection has been made. <br /> <br />!Subd. <br /> <br />2. Application For Service <br /> <br />The owner of a dwelling, building, other structure or property where cesspools <br />for septic tanks have been in existence prior to construction of a sanitary sewer <br />shall connect with the public sanitary sewer when such cesspools and septic <br />tanks are in need of repair, reconstruction or pumping, or within two (2) years <br />of the date that municipal sanitary sewer service is available to the premises, <br />whichever is first to occur. Any property owner who can demonstrate to the <br />:Council that hookup to municipal sewer is not feasible due to distance, to <br />[topography or pending land use change shall not be required to hookup at that <br />i s.pecific time. However, hookup may be required in the future upon change of <br />~cn'cumstances. <br /> <br />Cb. iNo buildings located on property lying outside the limits of the City shall be <br /> ~connected to the C~ty samtary sewer system w~thout first having a resolution by <br /> !the City or township in whose jurisdiction the property lies stating that said City <br /> for township has no objection to such connection. <br /> <br />The City shall make every effort to design the sewage collection system to <br />accommodate gravity flow to the system from adjacent properties.
