- 28 - <br /> <br />issuance or renewal of a license, license application shall be required to <br />demonstrate a knowledge and understanding of this chapter. The City Council <br />may refuse to issue a license to any applicant for reasons relating to the <br />above factors and for other good cause. <br /> <br />Licenses issued pursuant hereto shall be in effect for one year and shall be <br />accompanied by the payment of a license fee as established by Council <br />resolution. <br /> <br />Licenses may be revoked or refused renewal for cause including, but not limited <br />to: practice(s) or installation(s) which are in violation of any provision of <br />this chapter or of any permit issued pursuant hereto; refusal on the part of <br />the licensee to correct defective work on a sewage treatment system which is <br />installed or renovated within this jurisdiction. Before revoking or refusing <br />to renew a license, the plumbing inspector shall notify the licensee of the <br />proposed action describing the cause and stating that a hearing shall be held <br />if requested by him prior to formal action by the City Council. <br /> <br />Licensees shall maintain soil test data, system plans and other records and <br />information as may be required by the administrator for the purpose of <br />determining compliance with this chapter. Records relating to any system <br />installation or renovation shall be retained for a period of three years <br />following completion of that activity, and copies of the same shall be <br />transmitted to the plumbing inspector. Licensees shall make available all <br />information, files and records, and other information required to be maintained <br />to the administrator at any time on the transmission of a reasonable request <br />relating thereto. Pump-Hauler licensees shall keep records of the location of <br />disposal of pumped septage and date of disposal. <br /> <br />150.01 . 6 MAINTENANCE <br /> <br />150.01.6A MHNICIPALRESPONSIBILITIES <br /> <br />ROIIIII~ <br /> <br />As stated in Section 150.01.5B (2), each waste disposal system shall be <br />inspected on a biennial basis. Maintenance of the system shall be required <br />when the sludge reaches a point 12 inches below the bottom of the outlet baffle <br />and/or the sum reaches a point three inches above the bottom of the outlet <br />baffle. <br /> <br />At the instruction of the plumbing inspector or his designated representative, <br />the owner shall pump his septic tank. Semi-annual pumping may be required as <br />normal routine maintenance. A certificate of pumping and a pumping permit <br />shall be required and can be obtained from the plumbing inspector. One copy of <br />the pumping permit, containing the information specified on the pumping form <br />shall be returned to the plumbing inspector and kept on file. For systems <br />equipped with a distribution and/or dosing box, the owner shall arrange for the <br />opening of the box and removal of any settled solids therein at least once a <br />year. At the time of cleaning, the plumbing inspector shall certify that scum <br />and/or sludge levels have been reduced to acceptable levels. <br /> <br /> <br />
