to flow into or pass into the same, and said owner, agent, occupant or other person as aforesaid, shall when directed by the Council or its designated representative, within five days after notice in writing to that effect, provide his drain with sufficient cesspool ow catch basin and shall immediately provide such other means as shall prevent any substance or matter from passing into the drain or sanitary sewer which may cause a deposit or obstruction therein. 3. In case of neglect or refusal to provide a cesspool or catch basin, or to clean out or repair or alter such drain, for the space of five days, the Council or its designated representative shall cause ths same to be repaired, altered, cleaned and provided with such other means to prevent any substances or matter from passing into the sanitary sewer or drain that may cause a deposit or obstruction therein as they may deem expedient, at the expense of the owner, agent, occupant, or other person having charge of the premises. 4. The service pipe to the watermain and the connection thereto shall be the property of the owner of the premises and must be protected and maintaind by him. In the event such owner or any customer shall fail to make any necessary repairs to such service connections or pipe within twenty- four (24) hours after being notified to do so, the City shall make such repairs and the cost thereof shall be charged to the owner of said premises or the consumer and shall be collected in the same manner as other bills for water consumption are collected. 5. The City shall warrant the "individual home lift pump units" against normal wear for the designated low lots requiring them. Damage to the lift pump unit caused by the owners' negligence or abuse shall be repaired by the property owner at his own cost. Inducing into the sewer system of lots using said pump units the prohibited substances set forth in Section 210.0218, or substances not normally intended to be induced into the sanitary sewer system, shall constitute negligence or abuse. 210.0215 Breaks, Interrupted Service.
