170.078 PLACEMENT OF STRUCK]RES Structures proposed within a flood plain area shall be consistent with flood plain management regulations of Ramsey. No structure shall be placed on any slope greater than 12% unless adequate screening, sewage disposal facilities, and erosion controls can be assured. 170.079 SUBDIVIS ION OF LAND No land shall be subdivided which is determined to be unsuitable because of features likely to be harmful to the health, safety or welfare or residents of the proposed subdivision. Planned unit developments may be allowed if preliminary plans are first approved by the Commissioner of the DNR. 170.0710 IANDSCAPE ALTERATIONS 170.0710.1 V~GE~I~TIVE CUTTING General provisions within designated setback areas: 1. Clear cutting shall not be permitted; and 2. Selective cutting of trees shall be permitted. Clear cutting is subject to the following standards and criteria: 1. Clear cutting shall not be used as a cutting method where site is subject to erosions and/or sedimentation; 2. Clear cutting shall be permitted only where it canbe blended with the natural terrain; 3. Clear cutting shall be kept at a minim~; and 4. All permitted clear cutting shall be between September 15 and May 15. 170.0710.2 GRADING, FILLING, ALTERATIONS OF ~/{E BEDS OF I~3BLIC WATERS Any grading and filling work done within the Scenic River Land Use District shall require a permit and shall comply with the following: 1. Grading and filling not part of a permitted or conditional use is not permitted; 2. Grading and filling as part of a permitted or conditional use requires a permit from the City; 3. Grading and filling shall be completed so as to minimize effects to the natural topography. 170.0711 ADMINISTRATION ~he provisions of this ordinance shall be administered by the City of Ramsey. ~he Board of Adjustment shall act upon all questions and appeals of this ordinance. Permit and inspection fees may be established by resolution by the City of Ramsey.
