Employees sent home to change clothes shall not be paid as <br /> regular duty pay; the employee may use vacation time or unpaid leave. <br /> 7.6 Off-duty Conduct <br /> The City's effectiveness depends upon the respect and confidence of residents, business owners <br /> and employees. Inappropriate off-duty conduct detracts from community or employee respect and <br /> confidence. It is the City's policy to investigate circumstances suggesting that a City employee has <br /> engaged in inappropriate off-duty conduct that reflects unfavorably on the City. If inappropriate <br /> off-duty conduct is determined to have occurred that affects the City's business or reputation, <br /> discipline maybe imposed, up to and including immediate termination. <br /> Examples of inappropriate off-duty conduct include, but are not limited to the following: <br /> • Certain moving violations <br /> • Theft <br /> • Violence <br /> • Use of City position to manipulate or control <br /> • Conviction of a gross misdemeanor or felony <br /> This policy applies to all City employees (full-time, part-time, paid-on-call, temporary, casual, <br /> etc.); to acts that occur within or outside of City limits; and to acts that occur during or outside <br /> work hours. <br /> 7.7 Employee Parking <br /> To ensure that the public has easy access to the front doors, employees parking at the City offices <br /> must park personal vehicles in the Municipal Parking Ramp; unless otherwise approved by the <br /> Department Head. <br /> 7.8 Conflict of Interest and Divided Allegiance <br /> The City Council and the City Administrator are committed to governing the City organization in a <br /> manner that is free of personal conflicts. For the purposes of this Policy, the term"conflicts" means <br /> both"conflicts of interest" as they are defined under applicable state and federal law, and "divided <br /> allegiances," as they are defined in this Policy. <br /> This Policy addresses how the City approaches actual or perceived conflicts. The definitions that <br /> apply cover more than the specific conflict of interest scenarios addressed by state or federal laws. <br /> A conflict of interest not identified in this policy may be a violation of those laws. City officials <br /> may have a legal conflict of interest even if their conduct does not amount to a conflict of interest <br /> under this Policy. Nothing in this Policy authorizes, or should be interpreted as authorizing, City <br /> officials to have an interest in a transaction that is prohibited by state or federal law. Employees <br /> and elected officials who have a conflict of interest recognized by state or federal law are subject to <br /> all of the consequences provided by law. <br /> 481Page <br />
