Preliminary Plat: GAD's Prairie <br />May 24, 2006 <br />Page 3 of 6 <br /> <br />Traffic Generation Analysis: As part of ali development proposals, the City of Ramsey <br />authorizes a traffic generation analysis. The City will conduct this in-house, and provide the <br />results at a later date. It is not anticipated that any si=oN,cant up~ades will be requital, pending <br />Anoka County's comments. <br /> <br />Grading and Drainage: A Lower Rum River Water Management 0rgmqization (LRRWMO) <br />permit will be required as part oft. he plat. The changes in the location, elevation, and size of the <br />proposed stormwater management pond will need to be approved by LRKWMO. The City of <br />Ramsay will not release the plat for recording until such permits are obtained. <br /> <br />Utilities: En~neering review comments will be provided in a separate memo form. <br /> <br />Easements: Drainage and utility easements are required over all areas held in common <br />ownership. Please revise your plat to reflect this. <br /> <br />Density Transitioning: The preliminary plat proposes to cormtruct townhomes adjacent to <br />single-family homes, and requires density transitioning. City Code allows a variety of measures <br />to satisfy, the density transitionizg requirements, including landscaping, ber/ning, and holding in <br />land in common ownership. If landscaping is proposed, then Level 1 Wansitioning is required. A <br />minimum of six trees for every I00 feet of adjacent propen'y, including two each of evergreens, <br />over,tory trees, and ornamental trees, are required along the western boundary, of the parcel, for a <br />total of 12 trees to be used for transitioning. It is preferable to use e.~isting vegetation to satisfy <br />the density transition requirements where feasible. Please submit revised landscapin~tree <br />preservation plans that indicate these t~es within the density Uansition area. <br /> <br />Landscaping: The following comments are ogered regarding the landscaping plan, d~ted May I, <br />2006: <br /> <br />· The site is required to have a minimum of 18,661 square feet of canopy cover. The <br /> landscape plan includes a total of 15,875 square feet (10,597 of trees and 5~78 of shrubs) <br /> of proposed canopy cover, excluding tr~es reqni.~d for density tra. usitioning purposes and <br /> those that would be installed duting the second phase. However, no more ~han 25% of <br /> the required square footage (4,665) can be satisfied through the use of ornamental trees <br /> and sba-ubs, which reduces the total proposed square footage to 15,262. Additional <br /> overstory trees must be included in the landscaping plan. <br />· Most of the trees adjacent to the units that would be a part of phase two are located in the <br /> proposed retention pond. They need to be relocated to appropriate planting sites. Outlet <br /> C is one possibilky, if they are to be located around the perimeter of the pond, the <br /> plantings shouid consist of species suitable for both dry and wet sites. <br />· A greater mix of species is needed along the western boundary, (the trnnsitiening <br /> plantings). There should be an even distribution of ever~een and deciduous trees, = <br /> well a~ ornamental trees (City Code requires two each of evergreens, oversmry trees, and <br /> ornamental trees per 100 feet of common boundary). <br /> <br />Please submit a revised landscaping plan that addresses these concerns. <br /> 15 <br /> <br /> <br />
