Motion carried. Voting Yes: Mayor Gamec Councilmembers Connolly, Hendriksen, Anderson, <br />and Zimmerman. Voting No: None. <br /> <br />Case #4: Adopt 1999 Water Study <br /> <br />Parks/Utilities Supervisor Boos stated that in late 1998, City Council authorized a water study, <br />which was completed this spring. The engineering firm ofBolton & Menk was selected to assist <br />staff in preparing the document. The purpose of the study, which was funded from the water <br />utility, is to "provide the City of Ramsey with the necessary information regarding the City's <br />water system so that the City can establish priorities, plan, fund and implement required future <br />water system improvements". At a June work session, Councilmembers received a presentation <br />of the study's findings and recommendations. Subsequent to that presentation, Council <br />authorized staff to request proposals for engineering services for construction of a 1.5 million- <br />gallon water tower and a fifth municipal well. In order to provide for adequate time to review the <br />study's contents prior to selecting an engineering firm for the project, staff recommended <br />adoption of the 1999 Water Study. In addition, the City needs to examine the existing water <br />rates in order to remain self sustaining in light of the near term projects as well as the long term <br />capital improvements forecasted. <br /> <br />Councilmember Zimmerman questioned if the implementation schedule is what the City will be <br />following. <br /> <br />Parks/Utilities Supervisor Boos replied that based on the development patterns of the area the <br />implementation schedule should be followed. <br /> <br />Councilmember Zimmerman questioned if the City would be looking into bonding the financing. <br /> <br />Parks/Utilities Supervisor Boos replied that there would be the need to perform a water rate <br />study. <br /> <br />Councilmember Hendriksen inquired about the legal implications to adopting the water study. <br /> <br />Parks/Utilities Supervisor Boos stated that he was not aware of any legal obligations. <br /> <br />Councilmember Hendriksen questioned a water treatment facility for $10,000,000 that is <br />included in the implementation schedule for 2002. He explained that the facility is a large <br />expense and he did not want to give the citizens the idea that the treatment facility will definitely <br />be constructed in 2002. <br /> <br />Parks/Utilities Supervisor Boos replied that the City needs a more in depth study to see if the <br />City will be in need of a water treatment facility and whether or not they can afford the facility. <br />He explained that they would survey residents to ask if they would be in support of improved <br />water quality. <br /> <br />Finance Committee/September 14, 1999 <br /> Page 4 of 6 <br /> <br /> <br />
