Councilmember Hendriksen stated that by accepting the water study he wants to make sure that
they are not setting false expectations.

Motion by Councilmember Anderson, seconded by Councilmember Zimmerman, to recommend
City Council adopt the Water System Study as presented in the June 4, 1999 document.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Anderson, Zimmerman,
Connolly, and Hendricksen. Voting No: None.

Case #5: Authorize Vendor for Resurfacing of River's Bend Park Tennis Courts

Parks/Utilities Supervisor Boos presented quotes for the resurfacing of River's Bend Park Tennis
Courts. He explained that it has been 10 years since the tennis courts had been resurfaced and
that they are extremely faded. The funding source for the project was proposed to be
depreciation monies from the original park construction. Staff recommended that the project be
completed in 1999. Mr. Boos reviewed the bids received by C & H Construction/Surfaces, Inc.,
Blacktop Repair Service, and W.B. Miller. He explained that although C & H Construction
came in with the low bid, Blacktop Repair Service has done work for the City and staff has
confidence in their ability to complete the project and they could complete the project in 1999. C
& H Construction was not able to meet the 1999 requirement, but could complete the project
early spring, 2000.

Councilmember Hendriksen questioned the logic for completing the project before winter.

Parks/Utilities Supervisor Boos explained that it would protect the bituminous of the court over
the winter.

Councilmember Hendriksen stated that he did not think it would be appropriate to complete the
project before the winter months.

Motion by Councilmember Hendriksen, seconded by Councilmember Zimmerman, to table the
item for review of references of C & H Construction.

Further discussion: Councilmember Hendriksen stated that it would be better to complete the
project in the spring. Councilmember Connolly noted that she would like to do business with
local businesses when possible.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Zimmerman,
Anderson, and Connolly. Voting No: None.

Councilmember Hendriksen questioned where the City stands in regards to a maintenance
schedule for the rest of the City.

Finance Committee/September 14, 1999
