has prepared plans, which are 90% complete. These plans have been sent to MnDOT for review, <br />and the agency's comments are due any day. The City currently has acquired ten of the thirteen <br />homestead properties; eight of the remaining 26 parcels will require uncomplicated appraisals <br />since their estimated value exceeds $5,000. These appraisals are cun'ently being prepared. <br />Evergreen Land Services will be preparing offers for the remaining parcels and proposals are <br />being sought from two appraisers having experience with right-of-access valuations. A total of <br />$200,000 has been budgeted for this property right which needs to be acquired from four <br />properties on the east side of T.H. #47. <br /> <br />City Engineer Jankowski stated that ACCAP will be taking the raised houses. <br /> <br />Chairperson Zimmerman suggested contacting ACCAP to schedule a walk through of the <br />properties now that most properties have been acquired, noting that they might have a need for <br />the houses yet this year rather than waiting until winter to meet with them and then the houses <br />will have to wait until next spring/summer to be moved. <br /> <br />Councilmember Hendriksen questioned when the houses had to be vacated. <br /> <br />City Engineer Jankowski replied that residents were sent a letter stating that the property needs to <br />be vacated by October 30, 1999. <br /> <br />Director of Public Works Kapler asked if only one house will need to be demolished. <br /> <br />City Engineer Jankowski responded that ACCAP will move any house they think is moveable, <br />otherwise the house will be demolished. <br /> <br />Councilmember Hendriksen questioned if the demolition will fall back on the City. <br /> <br />City Engineer Jankowski stated that ACCAP will take care of the demolition. <br /> <br />Fire Chief Kapler stated that he requested the use of one of the homes for fire training from <br />ACCAP and noted that they were acceptable of that. <br /> <br />Councilmember Hendriksen stated that ACCAP signed a purchase agreement for the property, <br />less the right-of-way, which was separate from giving them the houses and he hasn't seen any <br />other agreements with ACCAP since then. He would like to see something that states that <br />ACCAP will take care of the demolition of any buildings that they do not find acceptable to <br />move. <br /> <br />Chairperson Zimmerman stated that he thinks that the foundations from the homes should be <br />removed from the property and not just filled in. <br /> <br />City Engineer Jankowski stated that since the property is being sold, the liability should not fall <br />on the City. <br /> <br />Public Works Committee/June 15, 1999 <br /> Page 4 of 8 <br /> <br /> <br />
