He stated that, based on their research and <br />personal experience with both product lines, they feel J-Craft Inc. builds a superior product and <br />are, therefore, recommending purchasing the equipment from that company. Mr. Kapler stated <br />that the steel used in making their box is of a higher tensile strength, allowing them to use one <br />continuous piece for the bed which is significant because it eliminates the need for cross braces <br />under the box, which catch dirt and grime, accelerating the rusting process. It eliminates any <br />welds in the box floor, improving overall structural integrity. <br /> <br />Chairperson Zimmerman questioned if specifications were sent out to which Mr. Kapler replied <br />yes. Chairperson Zimmerman stated that he is concerned that there might be a legal issue and <br />that they should have included the improved features in the specifications. <br /> <br />Councilmember Hendriksen excused himself from discussion stating that his company has done <br />work with Crysteel. <br /> <br />Chairperson Zimmerman suggested that Director of Public Works Kapler needs to discuss this <br />situation with the City Attorney to see if it is acceptable not to accept the low bid and if so then <br />he is okay with the purchase. <br /> <br />Director of Public Works Kapler stated that he will talk to the City Attorney before the next City <br />Council meeting and if the Attorney sees no problem with the purchase then he will bring it to <br />City Council. <br /> <br />Case #5 <br /> <br />Dirt Street Paving <br /> <br />City Engineer Jankowski stated that Ramsey currently has 140 miles of roadway, of which only <br />5.67 miles remain unpaved. With so few unpaved streets left in the City, the cost of grading <br />them has become expansive on a per-mile basis. The grader, which travels at low road speeds, <br />requires an ever-increasing percentage of its time traveling to the site as opposed to performing <br />the actual grading work. <br /> <br />Director of Public Works Kapler noted that some streets are in need of a total "facelift,' which <br />would involve removing mailboxes, grading in displaced material, adding material, finish <br />grading, and replacement of mailboxes. He stated that typically the City does not assess for <br />work/improvements to unpaved streets even though this effort may be considered an <br />improvement. <br /> <br />Chairperson Zimmerman stated that if citizens want their roads paved they can petition the <br />Council to do so, but he didn't think the City should force them into doing so. He suggested <br />taking the cost out of the maintenance budget to repair the roads and slowly bring the road back <br />to a good base. <br /> <br />Public Works Committee/June 15, 1999 <br /> Page 6 of 8 <br /> <br /> <br />
