Councilmember Connolly inquired if the state rejects the stop sign can other signs, like "children
at play", signs be installed.

City Engineer Jankowski stated that he did not believe "children at play" signs are approved
warning signs.

Councilmember Connolly clarified that if the plans are submitted without the stop sign request
the City could later make the decision to install the stop sign. City Engineer Jankowski replied
yes.

Councilmember Zimmerman stated that he agreed with the stop sign recommendation, but
explained that it will not be included in the plans and will have to be addressed after the project
is completed.

Mayor Gamec stated that he met with Mark Wilson, 14761 Erkium Street Northwest Ramsey, in
regards to the project. Mr. Wilson was unable to attend the meeting and requested that his
opinions be presented to the Public Works Committee. Mayor Gamec read the list which stated
1) the original proposal was for the trail to be placed on the north side of Sunwood Drive 2) the
trail on the north side of Sunwood Drive would allow for safer park crossing because there would
be better site view, 3) there would be no present change for utilities because the bike lane would
require a small amount of grading, 4) fewer trees would need to be removed on the north side 5)
the new trail would align with existing trails. Mr. Wilson also requested that "children at play
signs" and crosswalks be installed, handicap access at all trail entrances, and requested a central
island be installed to slow traffic and placing crosswalk.

James Prody, 14770 Fluorine Street Northwest Ramsey, explained that his biggest concern is the
safety of children and the existing driveway on Sunwood Drive does not make a trail on the north
side safe. He requested that the trail be installed on the south side of Sunwood Drive.

Mrs. Kalstabakken requested that the trail be installed on the south side of Sunwood Drive and
concrete rather than bituminous. She also noted in regards to Mr. Wilson's requests for the trail
on the north side the crossing to the park from the north side would not be more safe because the
visibility is not as good the south side has a much straighter site distance.

Councilmember Anderson suggested bidding the project on both sides of Sunwood Drive to
compare the cost difference from an engineering stand point.

Mrs. Kalstabakken questioned Councilmember Anderson if money is more important than safety.

Mr. Roschen questioned if any decision was made in regards to speed limits on Sunwood Drive.
He expressed that the residents should some say in regards to the project and that he wants stop
signs and speed bumps installed on Sunwood Drive and that he will hold the City responsible for
any death of a child that may occur by not making the road safe and listening to the residents
concerns.

Public Works Committee/August 31, 1999
