City Engineer Jankowski noted that concrete will accommodate pedestrian traffic well, the only <br />difference would be no bicycle traffic would be allowed on the sidewalks except for small <br />children. <br /> <br />Councilmember Connolly stated that she would prefer to see a concrete sidewalk that is place up <br />to the curb and trees along the sidewalk. <br /> <br />City Engineer Jankowski stated that there are significant impacts with placing the sidewalk <br />adjacent to the curb one being that it places pedestrians closer to the traffic and two when the <br />roads are plowed the snow is placed directly onto the sidewalk. <br /> <br />Mrs. Kalstabakken questioned if the plans would include the planting of trees on both side of <br />Sunwood Drive. <br /> <br />City Engineer Jankowski replied yes. He requested that the plans be submitted with the <br />recommendation by the Public Works Committee. <br /> <br />Motion by Councilmember Zimmerman, seconded by Councilmember Connolly, to recommend <br />the installation of a concrete trail on the south side of Sunwood Drive, crosswalks where <br />appropriate, trees on both sides of Sunwood Drive, and a posted speed limit of 30 mph. <br /> <br />Motion carded. Voting Yes: Councilmember Zimmerman, and Councilmember Connolly. <br />Voting No: None. Absent: Councilmember Hendriksen. <br /> <br />Chairperson Zimmerman recessed the special Public Works Committee meeting at 5:50 p.m. <br /> <br />Chairperson Zimmerman called the special Public Works Committee meeting back to order at <br />5:55 p.m. <br /> <br />Case #2: Consider Requests for Stop Signs <br /> <br />Chairperson Zimmerman explained that the item was tabled to allow for Councilmembers to <br />view the sites in question. Councilmember Connolly reviewed the site and he requested that she <br />give her opinion of the intersections. <br /> <br />City Engineer Jankowski explained that another traffic count was done for the intersection of <br />137th Avenue and Garnet Street. He stated that the count was significantly higher then what was <br />previously reported to the Committee. The correct numbers would be for the west leg 819, the <br />east leg 240, and the south leg 157. On average that would mean a 84 cars an hour and a car <br />every 43 seconds during the peak hours of the day, and the standards to warrant a stop sign is 250 <br />vehicles per hour for eight hours of the day. Mr. Jankowski suggested that the City put together <br />some kind of criteria for allowing stop signs to be installed. <br /> <br />Public Works Committee/August 31, 1999 <br /> Page 6 of 10 <br /> <br /> <br />
