Case #3: Report on T.H. #47 Project

City Engineer Jankowski explained that he met with SRF, Inc., and discussed the funding and
other issues associated with the T.H. #47 project. He explained that some projects are having
difficulty getting started so additional funding has been made available and the cap has been
eliminated. The original funding was based on 80 percent of the original cost estimates which
now have increased. Since the cap has been lifted they would be allowed to apply for 80 percent
of the funding of the actual construction cost. In order to receive the additional funding the
project would have to be fully approved by September 30, 1999.

Director of Public Works/Fire Chief Kapler inquired the amount of money that would be at stake.
City Engineer Jankowski replied $550,000.

Councilmember Connolly questioned what issues are holding up final approval of the project.

City Engineer Jankowski reviewed the outstanding items.

Councilmember Zimmerman stated that he would like the City Engineer to move ahead with the
projects as soon as possible. He questioned if there would be a need for a City Council meeting
before they could move forward.

City Engineer Jankowski stated that if the Committee is comfortable with him signing the plans
before the Council meeting they could move forward.

Consensus was reached by the Committee for City Engineer Jankowski to sign the documents
and move forward with the project.

City Engineer Jankowski noted that there is some question on the amount of funds available from
the County. The original funding for the project was $250,000, but he has no been informed that
only $50,000 will be available.

Councilmember Zimmerman replied that a meeting needs to take place with the County in
regards to the funding.

City Engineer Jankowski suggested that if any of the Councilmembers see the County
Commissioner they should discuss the funding.

Councilmember Zimmerman questioned the progress of the demolition of the existing homes on
the west side of T.H. #47.

City Engineer Jankowski explained that three of the homes are vacant, and the majority of the
homes are scheduled to be vacant in September and a few in late October. He noted that ACAP
has received bids for all but one home to be moved and reused.

Public Works Committee/August 31, 1999
