Councilmember Zimmerman stated that the City needs to keep pressure on ACAP to have the <br />homes moved out of the area before the snow falls. <br /> <br />City Engineer Jankowski explained that 44 strip takings are required for the project and eight of <br />the properties required appraisals. Appraisals have been received for the eight properties and the <br />Lord of Life property was appraised at $89,150 and the Elkey property was appraised at $86,000. <br />He explained that $130,000 was budgeted for the strip takings, but with the Lord of Life property <br />and the Elkey property they would need funds of $207,000. Lord of Life and the Elkey property <br />owners previously requested doing a land swap of the two parcels and based on the information <br />of the appraisals, in his opinion the land swap would be a good idea. Mr. Jankowski explained <br />that the Elkey is 2.5 acres, and the Lord of Life property is 1.9 acres, but the Elkey property has <br />½ an acre of easements on the property which makes the property sizes very similar in size. <br /> <br />Councilmember Zimmerman explained that he was involved previously in the discussions <br />regarding the land swap and was concerned over the perception by residents if the land swap <br />occurred and feels that each piece of property should be handled the same and be paid of the strip <br />takings and then they can do a land swap. <br /> <br />Director of Public Works/Fire Chief Kapler questioned if a motion could be made contingent <br />upon the review by Councilmember Hendriksen. <br /> <br />Councilmember Zimmerman replied that he would like to hear comments from Councilmember <br />Hendriksen before any motions are made. <br /> <br />City Engineer Jankowski stated that he feels the land swap offer is a good thing for the City. <br /> <br />COMMITTEE INPUT <br /> <br />1) Barium Street Erosion Problem <br /> <br />Director of Public Works/Fire Chief Kapler stated that he received a complaint from a resident <br />on Barium Street in regards to an erosion problem. Staff viewed the site and came up with a plan <br />to help the problem. <br /> <br />Councilmember Zimmerman suggested that City Attorney Goodrich, Director of Public <br />Works/Fire Chief Kapler, and City Engineer Jankowski meet with the property owner and work <br />out a permanent solution to the problem so the foundation does not fall into the cities drainage <br />easement. <br /> <br />Councilmember Connolly stated that the project needs to be completed before the ground <br />freeze's. <br /> <br />Public Works Committee/August 31, 1999 <br /> Page 9 of 10 <br /> <br /> <br />
