Motion by Councilmember Anderson and seconded by Councilmember Haas Steffen to <br />adopt Resolution #99-02-037 authorizing an offer of land to the Minnesota State Colleges <br />and Universities Board for construction of a new technical college. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Anderson, Haas Steffen <br />and Zimmerman. Voting No: Councilmember Hendriksen. <br /> <br />Case #4: Adopt Ordinance to Amend the Site Plan Review Section of City Code <br /> <br />Councilmember Hendriksen stated that he did not see anything in this proposed ordinance <br />that relates to Chapter 14 of the Charter. <br /> <br />City Attorney Goodrich suggested that maybe Council should table the adoption of this <br />ordinance until staff can review it to make certain that the Charter amendment is <br />addressed. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Zimmerman <br />to table adoption of the ordinance amending the site plan review section of the City Code. <br /> <br />Motion carried. Voting No: None. <br /> <br />Case #6: }Vas discussed as Case #lA <br /> <br />Case #7: <br /> <br />Response to Environmental Assessment Comments for the T.H. #47 <br />STP Project (Improvement Project #98-14) <br /> <br />City Engineer Jankowski stated that the Environmental Assessment (EA) document for <br />this project was published in the Environmental Quality Board Monitor on December 28, <br />1998, and the 30-day comment period expired on January 27, 1999. Comments were <br />received from the Minnesota Pollution Control Agency (MPCA), Metropolitan Council, <br />Minnesota Department of Natural resources (DNR), and the U.S. Environmental <br />Protection Agency (EPA). He explained that the purpose is not to identify if all impacts <br />are addressed. The important thing is if issues determined are of the scope sufficient <br />enough to issue an environmental statement. He disseminated the responses received by <br />the agencies. We recommend passing a decision finding of no need for an environmental <br />impact statement.
