project does not require the preparation of an environmental impact statement in their <br />opinion. <br /> <br />Councilmember Haas Steffen noted that the DNR says it does not require the preparation <br />of an EIS, however, there are a number of questions that the MPCA and the EPA are <br />asking. <br /> <br />Mr. Jankowski responded that the questions of the MPCA are about volume and <br />quantities and we are getting actual numbers now. <br /> <br />Discussion ensued relating to ponding. Councilmember Haas Steffen inquired if it will <br />cost the City more money to which Mr. Jankowski replied yes it will, as we would have <br />to buy an area for the ponding. He added that there will be a pipe put to the wetland so it <br />will not be as costly. He described why the ponding is necessary. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Zimmerman <br />to adopt Resolution #99-02-038 declaring Finding of "No Need" for an Environmental <br />Impact Statement based upon the review of the Environmental Assessment prepared for <br />SP 0206-50 (T.H. #47), SP 199-010-03 (T.H. #47) and SP 199-104-05 (Sunwood Drive). <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, <br />Zimmerman, Anderson and Hendriksen. Voting No: None. <br /> <br />Case#8: Feasibility Study for a Nine-Hole Golf Course as Part of <br /> Commercial/Industrial Development at the Waste Management Site <br /> <br />Parks/Utilities Supervisor Boos stated that as part of the discussion relative to the Capital <br />Improvements Plan, there was talk of purchasing the 160 acres previously owned by <br />Waste Management for commercial/industrial. One comment was that a nine-hole golf <br />course could be part of that, knowing that there's a fair amount of wetland and trees <br />giving problems to some development. There is also existing parkland. The Park and <br />Recreation Commission was asked their opinion about a golf course and they were in full <br />support of it. Staff feels that a feasibility report could be ordered to see how a golf course <br />would integrate with the proposed commercial/industrial development project. It would <br />address a number of things such as location of the holes, buildings, parking lots, etc., and <br />how it would work best with the park land, the cost, personnel, revenue versus expenses, <br />etc. It would address what extent the City would be involved in the operation of the <br />course also. <br /> <br />Councilmember Hendriksen inquired how much of the 160 acres would be golf course to <br />which Mr. Boos replied that the feasibility study would respond to that.
