Motion by Councilmember Haas Steffen and seconded by Councilmember Hendriksen to <br />adopt Resolution #99-02-035 adopting Findings of Fact #0486 relating to a request for a <br />conditional use permit for a cellular telephone base station. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Hendriksen, <br />Anderson and Zimmerman. Voting No: None. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Hendriksen to <br />adopt Resolution #99-01-036 approving the issuance of a conditional use permit for the <br />construction and operation of a cellular telephone base station and declaring terms of <br />same. <br /> <br />Motion carried. Voting No: None. <br /> <br />Case #3: <br /> <br />Consider Authorization of Resolution Concerning Offer of Land to <br />the Minnesota State Colleges and Universities Board for the <br />Construction of a New Technical College <br /> <br />City Administrator Norman stated that a discussion was held at the Council work session <br />with regard to offering land for a technical college. As background, he explained that the <br />Anoka-Hennepin Technical College General Advisory Committee began strategic <br />planning sessions in September 1998, to determine to construct a new technical college <br />facility on the current site or consider alternative sites. The current site offered too many <br />limitations such as inadequate land available for future expansion, the high cost of <br />condemnation and clearing of neighboring businesses, and the lack of space available for <br />the location of a commuter rail station and the accompanying park and ride. Because of <br />these concerns, Ramsey initiated a process that led to a proposed offering of an <br />alternative site location for consideration by the Minnesota State Colleges and <br />Universities System (MnSCU). Mr. Norman explained that the City had already initiated <br />the process of selecting a site for a new industrial park, and the site search had centered <br />on a site in the south central portion of Ramsey, immediately north of T.H. #10 - 169, <br />near the Ramsey Boulevard intersection, described as the east portion of Section 28 of the <br />City of Ramsey. The Council authorized the City Attorney to begin acquisition efforts of <br />the 149.11-acre site during the Council meeting of January 12, 1999. During the work <br />session of February 2, the Council directed staff to prepare a resolution, which would <br />provide the MnSCU Board land, contingent upon the location of a new technical college <br />on the site. He noted the resolution prepared which provides an offer of the land to <br />MnSCU, <br /> <br />Councilmember Hendriksen stated that he would vote no on this proposal because the <br />contention is being made that the City would benefit economically from the technical <br />college and he was not certain whether that was true. He stated that he was not provided <br />anything to support these contentions.
