Case#4: Consider Acceptance of Proposal for Feasibility Analysis of <br /> Community Center <br /> <br />City Administrator Norman stated that the issue for a community center dates back to a <br />May 13, 1998 meeting, when Council met with city councils from Anoka and Andover <br />and also Anoka-Hennepin School District. This study would include a market analysis, <br />programming for a community center review, preliminary estimate of capital costs, <br />preliminary estimate of operating expenses and revenues, site recommendations, <br />determination of project market viability, and basic project recommendations. The study <br />would be coordinated and managed by the BWBR Architects of St Paul, while such items <br />as market analysis and operating costs would be developed by the firm of Ballard*King <br />and Associates of Aurora, Colorado. The feasibility study was discussed by the Ramsey <br />Community Center Task Force at their meeting of March 1, 1999. After a lengthy <br />discussion, it was determined that the task force could benefit from the study, even if the <br />City were to proceed and build a community center for Ramsey residents. The City of <br />Andover has already agreed to participate with the feasibility study. The City of Anoka <br />has budgeted for the study and the City Manager has stated that proceeding with the <br />study would not require Council action. Mr. Norman noted that the City's cost to <br />participate would be $5,000. <br /> <br />Councilmember Haas Steffen added that this review of the market analysis will be <br />printed out separately for each city. She pointed out that we could not get an analysis <br />done for $5,000 if the City were doing it on it's own. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Anderson to <br />authorize the City enter into a feasibility analysis for a tri-city community center study <br />with BWBR Architects. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Anderson, <br />Hendriksen and Zimmerman. Voting No: None. <br /> <br />Case #5: Report from Finance Committee <br /> <br />#1) Review and Adopt 1999 Economic Development Authority Operating Budget <br /> <br />This case was tabled from the Finance Committee agenda, <br /> <br />#2) <br /> <br />Request Authorization to Enter into Contract with Architectural Firm for <br />Design of Fire Station No. 2 <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Anderson to <br />accept the interview panel's recommendation to enter into a contract agreement with SEH <br />for architectural services for the construction of fire station #2 in an amount not to exceed <br />$60,000. <br /> <br />City Council/March 9, 1999 <br /> Page 10 of 12 <br /> <br /> <br />
