Services will be scheduling meetings for next week to begin to make offers to purchase
the properties. The amounts were previously approved back in December 1998. There
are two issues for Council to deal with this evening. One is when Evergreen meets with
these land owners, we need to determine if part of the offer will allow them to remain,
rent-free, in their homes 90 days beyond the closing. Staff is recommending that be
offered because it encourages residents to close early, it provides security for the
properties following the closure, and it is good public relations to deal with these people
in this manner since they are relocating for public purpose.

Motion by Councilmember Haas Steffen and seconded by Councilmember Henddksen to
authorize the offer of relocation assistance to residents of the T.H #47 STP project, the
benefit of remaining in the residence 90 days, rent free, beyond the date of closing.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Hendriksen,
Anderson, and Zimmerman. Voting No: None.

Mr. Jankowski explained that when the relocation people meet with the homeowners, we
need to identify property on the market that is comparable to what they are living in. We
need to have some pretty quick action by the City once the comp is identified. Staff is
asking that a committee be appointed that can approve such comp.

Mayor Gamec suggested the committee be the Public Works Committee as they have
been dealing with this project.

Councilmember Haas Steffen commented that this is still a process that is handled by
professionals with a committee that agrees or disagrees but it's not a committee that does
this work. It's a stamp of approval of what the professionals are doing.

Motion by Councilmember Haas Steffen and seconded by Councilmember Hendriksen to
appoint a committee consisting of the Public Works Committee to review and approve
comparable properties to those properties being obtained for the T.H. #47 STP project.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Hendriksen,
Anderson and Zimmerman. Voting No: None.

Karyn Peters, 14820 St. Francis Boulevard NW, inquired about what the rent would be if
they are in the home longer than 90 days.

Mr. Jankowski will get an answer from Evergreen relating to that.

Bill Orvis, 14860 St. Francis Boulevard NW, asked about the property taxes to which Mr.
Goodrich replied that they will be pro-rated. Mr. Orris will pay taxes only for the
amount of time he is in the home.

City Council/March 9, 1999
