Case #2: Request for Site Plan Approval; Case of Tradesmen Properties <br /> <br />Community Development Director Sherman reported that the City had received a request <br />for site plan approval from Tradesmen Properties. The plan proposes to construct an <br />office/warehouse facility on Lot 2 of Block 1 in the Oakridge Industrial Park. The <br />facility would be just over 10,000 square feet in size and will house the applicants, Kerns, <br />Welle, and Wander, dba Tradesmen. The Planning Commission recommended approval <br />with a couple of contingencies. The discussion was about the exterior elevation of the <br />building. The east and north sides of the building would be constructed with a smooth <br />face block with no banding and the front and west sides of the building would be front <br />face blocks. The north elevation faces an l 1-foot retaining wall. The Planning <br />Commission suggested allowing the north side as plain concrete but to continue the <br />banding around, however the east side will have rock face and banding. Other than that, <br />the two accesses shown are acceptable and no screening is required because the area is all <br />industrial. They are proposing landscaping and it was suggested there be additional <br />plantings added to provide some break-up. That was the recommendation of the Planning <br />Commission. Staff is recommending approval subject to compliance with the City staff <br />letter and the conditions discussed by the Planning Commission. <br /> <br />Joe Wander questioned what the benefit is of them facing their building with rock face on <br />the side where it faces a building with flat face. <br /> <br />Ms. Sherman stated that the City is trying to get away from flat face buildings. She <br />understood it to be rock face on all four sides to begin with and that what the Planning <br />Commission recommended is a compromise. <br /> <br />Mr. Wander thought that when they left the Planning Commission meeting, it was with <br />the understanding that they just had to run color banding all the way around their <br />building. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Zimmerman <br />to approve the proposed site plan for Tradesmen Properties contingent upon compliance <br />with the City staff review letter dated February 25, 1999, and the conditions listed by the <br />Planning Commission, and that if upon review of the Planning Commission minutes it is <br />noted that the conditions are different than what was stated at this meeting, Council will <br />approve it as the Planning Commission intended it to be. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, <br />Zimmerman, Anderson and Zimmerman. Voting No: None. <br /> <br />Case #3: T.H. #47 STP Project Land Acquisition Update <br /> <br />City Engineer Jankowski reported that with the T.H. #47 STP project, the City is <br />responsible for acquiring the right-of-way, which are 13 homestead properties. One has <br />been acquired because it is vacant. The Finding of No Significant Impact (FONSI), <br />which will allow the City to proceed was expected this afternoon.
