#4: Update on T.H. #47 STP Project

Mr. Jankowski informed Council that the Finding of No Significant Impact (FONSI) was
issued on March 10, 1999, and that the right-of-way acquisition consultant has begun
contacting residents with the previously authorized offers to purchase. Eleven additional
properties involving seven different property owners need to be obtained for the project.
Negotiations for these properties should be initiated. Also, staff recommends that
appraisals for the right-of-access be obtained for the land between Xkimo and 142"d
Avenue on the east side of T.H. #47. This right-of-access is being required by MnDOT
as a condition of the project.

Motion by Councilmember Zimmerman and seconded by Councilmember Haas Steffen
to authorize appraisals for rights-of-access with regard to T.H. #47.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Zimmerman, Haas
Steffen, Anderson and Hendriksen. Voting No: None.

#6:

Discuss 1999 Improvement Project to Provide Sewer and Water to ParaBody and
Waltek Expansions

Mr. Jankowski pointed out that both ParaBody and Waltek are planning expansions of
their existing facilities. These expansions require sanitary sewer and watermain
extension to some degree. Staff has recommended that if the expansion to Waltek occurs,
the project should be extended to complete a 12-inch watermain trunk loop, which would
require an additional 1,000 feet. The cost of this project can be covered through trunk
and lateral assessments, however, it is presently uncertain how an assessed project would
be received by the existing properties between Waltek and ParaBody. Mr. Jankowski
recommended these property owners be contacted to survey their interest in such a
project.

Motion by Councilmember Zimmerman and seconded by Councilmember Hendriksen to
direct staff to survey the interest of property owners be contacted to survey their interest
in such a project.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Zimmerman, Hendriksen,
Anderson and Haas Steffen. Voting No: None.

#7: Sunwood Drive - ACCAP Housing Proposal

Mr. Jankowski explained that the plans for the extension of Sunwood Drive between
Sunny Ponds and T.H. #47 would be available by the first part of April. Since this
project will generate considerably more traffic on Sunwood Drive, it is recommended
that an informational meeting be scheduled for the neighborhood. He felt it would be
advisable to have the ACCAP representatives also present to answer questions related to
the townhouse development at T.H. #47 and Sunwood Drive. The Committee was in
agreement that such meeting should be scheduled.

City Council/March 23, 1999
Page 20 of
