deeded back to the City. The total size of the existing facility and the expansion is <br />264,664 square feet. The expansion constitutes a 35.7% lot coverage; City Code restricts <br />lot coverage to 35%, Staff is not recommending a variance procedure for the following <br />reasons: a) the wetland has not been officially split off from the property at this point in <br />time; b) if the wetland was not deeded back to the City, the proposed expansion would <br />not exceed the 35% lot coverage restriction; c) the building coverage in the area will be <br />maintained at less than 35% because the wetland will be perpetual open space; d) a lot <br />coverage of 35.7% is still in the 35% range and has not progressed to 36%. The <br />expanded structure complies with all setback requirements. The exterior finish is <br />proposed to be smooth concrete panel. She noted that all traveled surfaces of the site will <br />be paved with bituminous and finished with B-612 concrete curb. The landscaping and <br />lighting plans are acceptable. Ms. Frolik explained that the site plan is subject to the <br />approval of the Lower Rum River Water Management Organization. This is proposed to <br />be a tax increment project and the contract will be forwarded to City Council for approval <br />following a review by the Economic Development Authority. The Planning Commission <br />recommended approval. <br /> <br />Color renderings of the facility were presented by RLK. Bob Walsh, Walsh Architects <br />described the facility. <br /> <br />Councilmember Zimmerman commented on the drainage out front from C.R. #56. <br /> <br />City Engineer Jankowski responded that the cost of extending storm sewer is about <br />$35,000 and suggested this could be discussed. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Hendriksen to <br />approve the proposed site plan for the expansion of the ParaBody/LifeFitness facility at <br />14150 Sunfish Lake Boulevard NW, in accordance with the April 6 recommendations of <br />the Planning Commission and pending resolution of this drainage issue. <br /> <br />Further discussion: Councilmember Zimmerman felt that the drainage issue is the <br />liability of the City but it could be constructed in concert with this project. Jessie, RLK, <br />stated they have pipes sized to take care of the run-off and he stated he would like it <br />clarified who would be paying for drainage across the street. Councilmember <br />Zimmerman stated the City is not trying to make them pay for it. Councilmember <br />Zimmerman commented on over-sizing pipes with a recommendation from the City <br />Engineer. He suggested adding a separate schedule. Jessie pointed out that a time table <br />is a concern. Mr. Jankowski mentioned that the City needs permission to come onto a <br />property and drain it. Jessie inquired if there was any opportunity to the north to which <br />Mr. Jankowski replied yes. He stated that things could be worked out; the applicant can <br />proceed. Councilmember Zimmerman felt that the City would have to pay for the <br />oversizing. <br /> <br />Amendment by Councilmember Zimmerman and seconded by Councilmember <br />Hendriksen to add to the motion that the City Engineer will work with RLK to come up <br />with the difference in cost of oversizing pipes. <br /> <br />City Council/April 27, 1999 <br /> Page 12 of 25 <br /> <br /> <br />
