Voting Yes: Mayor Gamec, Councilmembers Zimmerman, Hendriksen
and Anderson. Voting No: None.

Case #6A:

Request for Authorization for Execution of a Development Agreement
with ParaBody/LifeFitness

City Administrator Norman stated that ParaBody/LifeFitness has requested additional
assistance from the City through TIF. The Economic Development Authority has
discussed this request at length. Concerns were mentioned relating to salary and good
paying jobs. ParaBody/LifeFitness has projected 100 additional jobs at the end of two
years in excess of $10 per hour and 25 additional jobs at the end of a four year period.
Mr. Norman noted that the City Attorney will be reviewing all language for the
Development Agreement.

Motion by Mayor Gamec and seconded by Councilmember Zimmerman to authorize
execution of the TIF development agreement with ParaBody, dba as LifeFitness, a
division of Brunswick Corporation, contingent upon completion of specific contract
language by the City Attorney.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Zimmerman, Anderson
and Hendriksen. Voting No: None.

Representatives of ParaBody and LifeFitness were present and gave some background
information on their companies and this project.

Case #6A: Introduce Ordinance Authorizing the Sale of City-Owned Property

City Attorney Goodrich stated that the property, which the City intends to convey to
LifeFitness/ParaBody/Brunswick Corporation, is currently platted as Lot 3, Block 1,
GATEWAY NORTH INDUSTRIAL PARK PLAT 4. Pursuant to City Charter, prior to
sale of any City property, an ordinance must be passed by the City Council authorizing
such a sale. Therefore, attached is a proposed ordinance authorizing the sale.

Motion by Mayor Gamec and seconded by Councilmember Anderson to introduce the
ordinance authorizing the sale of Lot 3, Block 1, GATEWAY NORTH INDUSTRIAL
PARK PLAT 4.

Further discussion: Attorney Goodrich noted that this property is being replatted so it
will have a different legal description.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Anderson, Hendriksen
and Zimmerman. Voting No: None.

City Council/April 27, 1999
